GENERAL DESCRIPTION:

The Durham County Opioid Settlement Program Manager will be responsible for overseeing the development, administration, budget, grant management, and reporting for Durham County’s Opioid Settlement Program. This position will work closely with staff and community partners involved in community overdose prevention, education, harm reduction, treatment opportunities and recovery support.

This job is performed under general supervision, independently developing work methods and sequences.

DUTIES AND RESPONSIBILITIES:


The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Manage and control day to day program needs, issues, quality, and budget.
  • Oversee and manage all related programs, activities and contracts funded by the Opioid Settlement.
  • Coordinate and engage with community members and key stakeholders around opioid overdose prevention; participate, organize, or lead teams associated with program implementation and substance use disorders.
  • Maintain, update, and provide reports on Durham County's Opioid Settlement Funding Plan; complete all required reporting in accordance with NC and Opioid Settlement guidelines.
  • Oversee program budget and allowable spending based on state guidelines; Lead relevant procurement process as needed for program implementation including develop, negotiate, and review contracts associated with opioid settlement funds.
  • Pursue additional funding and support for opioid use prevention work, including grant writing and pursuing technical assistance from state and national resources.
  • Adopt strategies to effectively engage individuals with lived experience as decision-makers and leaders.
  • Prepare and give presentations to senior management, stakeholders and community partners and elected officials on the Opioid Settlement Program.
  • Performs related work as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated ability to assess new opportunities and use creativity to take initial ideas and turn them into successful, impactful investments for Durham County.
  • Strong understanding of opioid overdose prevention and treatment strategies, including harm reduction
  • Demonstrated experience in interpreting and applying terms of settlement and applicable federal, state, and local laws, rules, and regulations.
  • Demonstrated ability to center equity through all roles and responsibility.
  • Ability to perform strategic planning and systems thinking.
  • Demonstrated ability to develop partnerships and coalition building, including ability to work with diverse stakeholders.
  • Demonstrated knowledge in data analysis and reporting.
  • Ability to communicate effectively in oral and written forms.
  • Ability to work independently and as part of a team.
  • Ability to plan and implement budgetary, purchasing and accounting practices and procedures.
  • Demonstrated experience in problem solving, conflict resolution, negotiation and decision making.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Requires a bachelor’s degree in public health, human services, behavioral health, or related field, supplemented by four (4) years of progressively responsible experience managing, developing, and planning; or a master’s degree in public health, behavior health, human services, or related field with two (2) years of equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.


PHYSICAL DEMANDS:

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Identified DCoDPH HCP with potential Bloodborne Pathogen (BBP) exposure have an additional requirement for the Hepatitis B vaccination. Required vaccination, serological testing to determine immunity, and baseline tuberculosis screening are available for all Public Health employees who elect to become DCoDPH patients upon request and at no cost.

Proof of vaccination and tuberculosis screening must be provided to Human Resources within seven (7) business days prior to the date of employment.
