POSITION SUMMARY:
The Compliance Officer observes, reviews, and enforces compliance in the following circumstances: submitted payment requests and included documentation, Federal grant objectives and requirements, Federal contract objectives and requirements, Public Law 93-638 requirements, other contract agreements and requirements, all other program guidelines, requirements and objectives as warranted or requested by the Tribal Administrator. Completes all duties in a timely and efficient manner to prevent program findings or discrepancies.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Monitors existing and future grants, contracts, program objectives, requirements, and guidelines to ensure compliance with all pertinent regulations, applicable policies, procedures, and laws within the Comanche Nation.
  • Reviews and assists program Directors in the timely completion of monthly, quarterly or annual reports according to grant or contract requirements.
  • Consults regularly with program directors regarding ongoing grants and contracts to ensure goals, objective and timelines are being met.
  • Reviews the RQ system regularly to ensure all submitted requests are in accordance with all program guidelines, policy and procedure, and fiscal accountability.
  • Reports all perceived discrepancies to the Tribal Administrator for review and confirmation of issue.
  • Observes departments/programs to obtain a thorough understanding of all program guidelines, policies, and objectives; identifies potential risk and compiles corrective action plans for approval to the Tribal Administrator.
  • Tracks performance of corrective action plans and takes appropriate steps to improve its effectiveness.
  • Creates databases and tracking systems to maintain effective compliance records.
  • Analyzes and interprets tribal and program documentation, including correspondence received via email and mail.
  • Performs other duties as assigned.


REPORTS TO
: Reports to the Tribal Administrator. This position does not possess Supervisory responsibilities.


PHYSICAL DEMANDS
: Must possess the ability to lift up to 20 lbs.


WORK ENVIRONMENT
: Majority of work will be completed in an office setting, occasional in town, and out of state travel may occur.

QUALIFICATIONS:

  • Bachelor’s Degree in Business Administration, Communications, or related field.
  • Must possess a minimum of three (3) years’ work experience managing federal grants, contracts and Indirect cost, or related subject area.
  • Two (2) year’s work experience in Tribal Government, with preferred experience in preparing, managing, and reviewing budgets.
  • Must have a valid Oklahoma driver’s license and be insurable under the Comanche Nation Motor Vehicle Policy.
  • Criminal History Investigation results are not to indicate the following charges related to financial, dishonesty, fraud, or financial related charges
