GENERAL DESCRIPTION:

The System Analyst I (Applications Track) primary role is that of a Level I Help Desk Technician,

where it is required for the System Analyst I to ensure proper computer operation so that end users

can accomplish business tasks. This includes receiving, prioritizing, documenting, and actively

resolving Level rend user helpdesk requests. Problem resolution may involve the use of remote

diagnostic and help request tracking tools. This work will involve an understanding of problem

analysis in a management systems and telecommunications environment. Perform and or assist in

the setup and implementation of new systems. Employees in this classification are responsible for

data gathering, identifying problems and defining solutions, the documentation and presentation

of findings and specifications, verbally and in writing.

ESSENTIAL JOB FUNCTIONS:

  • Ability to serve as the primary IT systems advisor on one or more application systems;
provides functional assistance to users regarding the use of application systems;

participates in regular communication and consultation with application vendors to ensure

the software is up-to-date with the latest available patches and updates, and coordinates the

selection, testing, and implementation of all relevant application software patches, updates,

hot fixes, etc.; troubleshoot reported functionality issues, and develop plans and procedures

for remediation of such issues.

  • Ability to provide regular analytical, training, technical assistance and communication
materials relative to the identification, development, implementation, maintenance and

support of application software solutions for the City of Fort Pierce business needs.

  • Ability to regularly consult with IT fellow staff members and users on the development,
maintenance, and use of application test plans and procedures; responsible for the

development, maintenance, and regular use of training materials associated with one or

more application systems; identify weaknesses in customer understanding of supplied

training materials, and develops additional training courses and/or clips to mitigate the

identified weaknesses.

  • Ability to coordinate and assist with the development, testing, and implementation of new
custom production and/orad hoc application system reports; assist with customer training

and support for new and existing custom ad hoc reports; understand a customer's reporting

needs, and convert them to technical specifications for the development of custom reports.

  • Ability to fully analyze and document existing business processes.
  • Identify and document proposed solutions.

  • Provide an appropriate level of information to management personnel concerning training,
applications, application development, life cycle and future horizons.
  • Ensure all media settings and recordings are in compliance with all related policies and
documentation is current.
  • Maintain and document all backups of all data at various sites.
  • Serve as back-up support to other analyst as necessary.
  • Performs related work as required.
  • Other duties as directed by Department needs.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:

  • Experience with in-car video systems and body cameras along with IP Camera setup and
functionality.
  • Ability to understand business requirements and convert them into solution designs.
  • Experience supporting enterprise level applications.
  • Ability to embrace change and participate in exploring opportunities to improve City

operations.

  • Ability to field incoming help requests from end users in a courteous and helpful manner.
  • Experience with any of the following systems (Netmotion, Cognos, and SunGard

Applications)

  • Experience writing complex SQL procedures, functions, and triggers (or the ability to
quickly ascertain and continually improve upon such knowledge within 18 months).
  • Experience with application integration.
  • Experience with batches and batch scripting/processing.
  • Knowledge of state-of-the-art computer hardware and software.
  • Knowledge of basic governmental accounting and operational procedures, or the ability to

rapidly acquire such knowledge.

  • Excellent follow-up and organizational skills.
  • Excellent customer service skills.
  • Ability to comprehend, analyze, and interpret functional organizational and procedural

problems, and to make alterations in existing systems.

  • Ability to design, install and test systems, and to evaluate their effectiveness.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with departmental and

other City employees.

  • Ability to field incoming help requests from end users in a courteous manner.
  • Ability to document all pertinent end user identification information, including name,

department, contact information, and nature of problem or issue.

  • Ability to build rapport and elicit problem details from help desk customers.
  • Ability to prioritize and schedule problems and escalate problems (when required) to the

appropriately experienced technician.

  • Ability to record, track, and document the help desk request problem-solving process,

including all successful and unsuccessful decisions made, and actions taken, through to

final resolution.

  • Ability to apply diagnostic utilities to aid in troubleshooting.
  • Ability to access software updates, drivers, knowledge bases, and frequently asked

questions resources on the internet to aid in problem resolution.

  • Ability to identify and learn appropriate software and hardware used and supported by the
organization.

EDUCATION AND EXPERIENCE:

  • Associates Degree in Computer Science, Management, Business, Mathematics or related
field, plus a minimum of two (2) years' experience in the management and administration

of one or more application software systems, or a combination of equivalent education and

experience.

  • Experience with SunGard Applications.
  • A comparable amount of training or experience may be substituted for the minimum
qualifications.

LICENSES, CERTIFICATIONS, REGISTRATIONS:

  • Certification in A is required or must be obtained within 18 months.
  • Microsoft Specialist certification in Windows 7 (minimum) is required or must be obtained

within 18 months.

ESSENTIAL PHYSICAL SKILLS:

  • Acceptable eyesight (with or without correction).
  • Acceptable hearing (with or without correction).
  • Ability to access input and retrieve information from a computer.
  • Ability to communicate both verbally and in writing.
  • Ability to sit at a desk and view a display screen for extended periods of time.

ENVIRONMENTAL CONDITIONS:

  • Requires sedentary work that involves walking or standing some of the time, exerting up
to 10 pounds of force on a recurring basis, routine keyboard operations.
  • The job risks exposure to no significant environmental hazards.
  • The job requires normal visual acuity, and field of vision, hearing, speaking, color
perception, sense of smell, depth perception and texture perception.
  • Working with electrical equipment.
  • Lifting, rolling, or otherwise handling equipment upwards of 30 pounds.
