Assists the Department head and Director of Human Resources in various HR activities including benefits administration, onboarding/training, employee/labor relations and other supportive services. Provides assistance for Human Resources projects in general.
Responsibilities:
1. Processes enrollments and terminations in benefit programs including but not limited to medical plans, COBRA, long term disability, 457b, and life insurance.
2. Processes employee medical, dental, vision, prescription, workers’ compensation claims and/or benefits, new hire’s eligibility for health coverage and/or changes for new and existing employees, and open enrollment.
3. Completes administrative tasks in support of benefits enrollment.
4. Conducts onboarding of full-time staff.
5. Assists in the interpretation and administration of benefits, policies, and procedures to staff.
6. Participates in group or individual presentations on benefits and other Authority sponsored programs/services.
7. Maintains personnel and subject files per the processes for Authority personnel files and retention schedules.
8. Responds to Benefit related inquiries on various matters and conducts troubleshooting as necessary on behalf of employees.
9. Provides referral sources to employees in need of assistance offered through Authority benefits and programs. Identifies internal and external resources geared toward employee assistance.
10. Performs tasks in support of the Benefits department’s needs, projects, and goals as required by the Benefits Manager and other HR Management.
11. Assists in researching, planning, supervising, and coordinating various Human Resources Projects.
12. Creates written reports on benefits issues upon request.
13. Perform other related tasks as directed by HR management.

Establish and maintain cooperative working relationships with all employees of the Authority. Represent the Authority in a positive, professional, and confidential manner in all dealings with external agencies, contractors, and all other individuals. Maintain professional demeanor even in high stress emergency and weather situations.
Minimum Qualifications:
1. Bachelor’s degree in Human Resources, Business, or related area. Or Four (4) years HR experience in lieu of degree.
2. Must have an additional 2 years of experience in Human Resources.
3. Proficient with PeopleSoft HR and ability to utilize other HRIS preferred.
4. Proficient with Microsoft Word, Excel, and Outlook.
5. Possess analytical and critical thinking skills.
6. Possess excellent written and verbal communication skills with the ability to interact with all levels of Authority employees.
7. Must exercise confidentiality.
8. Working knowledge of applicable federal and state laws such as ADA, CEPA, FMLA, and NJFLA.
9. Current experience in recruitment, staffing logistics, compensation, benefits, HR training, and/or employee relations is acceptable.
10. Preferred knowledge of health and other benefit programs administered, including Deferred Compensation/475(b) plan.
