General Description
Under the direction of the Director and Deputy Director of Licensing, the Licensing Manager performs highly complex (senior-level) managerial work administering and overseeing the daily operations and activities of assigned licensing programs and section
staff.
Work involves developing,
establishing,
and
reviewing
goals,
objectives,
priorities,
and
procedures;
developing
and monitoring
standards
for
achieving
established
goals;
developing
staff
schedules
to
ensure
appropriate
coverage;
preparing and evaluating statistical and workload reports; and monitoring the productivity of section staff. Plans,
assigns,
trains,
evaluates,
and
manages
team
leads,
CARE
staff
and
Licensing and
Permit
Specialists.
Assists the Director and Deputy
Director
in
the
development,
evaluation
and
implementation
of
policies
and
procedures
governing
the
operations
of the division, including application processing and prioritization of workload and special projects. Performs consultative and technical work in the planning, development, and implementation of new regulatory programs, legislative changes
to
current
regulatory
programs,
and
licensing
software
Functions
and
enhancement.
Work
requires
frequent
contact with the public and other divisions within the agency. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. The Licensing Manager reports directly to the Deputy Director of Licensing.

Ensures
assigned functions are carried out efficiently and effectively within established timeframes. Keeps staff informed of policies and priorities established by management.
Establishes Procedures, Policies, And Priorities Related To The Processing Of Initial And Renewal Applications, And Other Licensing Tasks, For Multiple Licensing Programs. Establishes Goals And Standards For The Quality, Quantity, And Timeliness Of Work Produced By Staff And Develops Methods For Tracking Trends And Performance To Ensure That Established Performance Measures Are Met Or Exceeded.
