General Description
Under the direction of the Director and Deputy Director of Licensing, the Licensing Manager performs highly complex (senior-level) managerial work administering and overseeing the daily operations and activities of assigned licensing programs and section staff. Work involves developing, establishing, and reviewing goals, objectives, priorities, and procedures; developing and monitoring standards for achieving established goals; developing staff schedules to ensure appropriate coverage; preparing and evaluating statistical and workload reports; and monitoring the productivity of section staff. Plans, assigns, trains, evaluates, and manages team leads, CARE staff and Licensing and Permit Specialists. Assists the Director and Deputy Director in the development, evaluation and implementation of policies and procedures governing the operations of the division, including application processing and prioritization of workload and special projects. Performs consultative and technical work in the planning, development, and implementation of new regulatory programs, legislative changes to current regulatory programs, and licensing software functions and enhancement. Work requires frequent contact with the public and other divisions within the agency. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. The Licensing Manager reports directly to the Deputy Director of Licensing.
Essential Job Functions
· Manages the day-to-day performance and activities of Licensing staff for multiple licensing programs. Ensures assigned functions are carried out efficiently and effectively within established timeframes. Keeps staff informed of policies and priorities established by management.
· Establishes procedures, policies, and priorities related to the processing of initial and renewal applications, and other licensing tasks, for multiple licensing programs. Establishes goals and standards for the quality, quantity, and timeliness of work produced by staff and develops methods for tracking trends and performance to ensure that established performance measures are met or exceeded. Develops, calculates, and evaluates statistics related to productivity and workloads.
· Develops and approves work schedules; approves leave requests; and prioritizes and assigns workloads. Establishes performance standards and goals. Completes performance appraisals in accordance with agency policy and provides ongoing feedback relating to work performance; provides guidance and mentoring to staff; ensures professional development opportunities are available to staff; and administers corrective actions plans when needed. Evaluates staff training needs on an ongoing basis. Develops, oversees, and provides training for staff as needed.
· Represents the agency at advisory board meetings, agency meetings, hearing, industry events, conferences, and other speaking engagements. Acts as a liaison with local and state agencies, government officials, industry stakeholders, the public, agency staff and other parties. Educates and provides technical assistance and guidance on licensing issues, programs, laws, rules, and procedures.
· Generates, compiles, and prepares statistical reports used to present at advisory board, work group, commission, and agency meetings and to support agency workload measurement. Compiles statistics to be used in the division operating budget, appropriations request, and performance reports. Facilitates advisory board work group meetings.
· Continuously seeks to identify areas of needed change and makes recommendations to improve operations.
· Participates, provides input, and assists in the development of program rules and standards. Reviews and provides input on technical and administrative materials including reports, training materials, and web content.
· Coordinates program planning, development, training, and implementation of legislation affecting assigned licensing programs. Provides technical guidance to staff during the rulemaking process, legislative analysis, and bill or program implementation process. Leads and participates in other agency legislative and/or implementation teams.
· Develops position descriptions and job posting documents and conducts hiring activities consistent with agency policy. Develops, consults on, and recommends section personnel actions.
· Reports regularly to the Director and Deputy Director on licensing activities and critical matters affecting the operational well-being of the Licensing Division and agency. Provides updates on high-profile applications and issues, progress on performance measures and goals, workloads, and other matters of interest to management.
· Provides input on process mapping and development of licensing processes. Monitors the maintenance and enhancement of complex computer systems to ensure proper functionality to meet regulatory requirements and standards. Recommends system enhancements and coordinates and participates in user acceptance testing and testing of new system functionality.
· Assists in the development, preparation, implementation, and monitoring of the agency's strategic plan, legislative appropriation requests, budget, and performance measure reports. Participates in the development of performance projections for the Strategic Plan and Legislative Appropriations Request.
· Participates in and gathers information for audits, special investigations, program analyses, and research studies.
· Complies with division and agency training requirements.
· Consistently provides friendly, caring, and professional customer service.
· Works collaboratively with management, staff, and other divisions to model the agency’s core values while promoting the agency’s vision, mission, and goals.

· Adheres to all TDLR Personnel Policies and performs related work as assigned or required to maintain agency and division operations.
Required and Preferred Qualifications
· Graduation from a standard senior high school or GED equivalent is required.
· Four years of experience as a manager, supervisor, or team lead is required.
· Willingness to work irregular hours, evenings, weekends, and holidays as workload may require.
· May travel on occasion for work-related purposes as required.
· Graduation from an accredited four-year college or university is preferred.
· Five years of experience as a manager, supervisor, or team lead is preferred.
· Four years of experience reviewing, processing, or providing guidance on documentation for occupational/regulatory licensing or qualifications for persons or businesses to qualify for programs, funding, or other services is preferred.
· Experience managing, supervising, or leading a regulatory team is preferred.
· Experience evaluating and/or implementing legislation relating to the regulation of licensing programs is preferred.
· Experience evaluating processes/procedures and developing and implementing improvement initiatives is preferred.
· Experience with personal computers, to include experience with Microsoft Office is preferred.
Knowledge, Skills, and Abilities
· Advanced knowledge of TDLR’s rules, and licensing policies and procedures; and of licensing systems, related software and licensing requirements, forms, and issuance procedures.
· Knowledge of public administration and management techniques; of statistical analysis processes; of research techniques; and of program management processes and techniques.

Physical and Mental Requirements
