Why does the job exist?
Provides program guidance and direction to business units and separate reporting activities on all matters pertaining to business and life-cycle acquisition processes. Defines and performs systems analysis and development tasks to improve workflow and operating efficiency. Makes recommendations to standardize procedures and processes and to introduce new technology or improve existing technology. Analyzes costs of existing operations and prepares a cost/benefit analysis of recommended changes.
How does it get done?
The Business Operations Analyst will provide high-level administrative support to the Investigations Bureau in processing financial documents, requisitions, invoices, contracts and travel reimbursement in New Mexico State's financial management system. It will provide functional management of the JAG Federal grant in regard to reporting and record keeping ensuring compliance with State and Federal regulations. This position oversees the invoicing, accounting, reporting and other administrative functions within the business unit. It will maintain inventory of equipment, supplies and invoices. It will identify and develop strategies to optimize the grants administrative process and keep relevant staff informed of deadlines and deliverables. Travel within Zones 1, 2 and 3 will be required.

Work is performed for internal customers to include but not limited to the New Mexico State Police and the New Mexico Department of Public Safety. Work is performed on behalf of staff assigned to work within the New Mexico State Police Investigations Bureau.
Ideal Candidate

Minimum Qualification
High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements
Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.
In addition, the selected candidate must possess and maintain a valid driver's license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 25 - 30 lbs. Occasional travel may be required, and candidates must have or be able to obtain a New Mexico driver's license in order to receive a certification to drive a state vehicle upon employment.
