POSITION TITLE: Records Manager II / Media Specialist
Location: FTA Headquarters (U.S. D.OT.) - 1200 New Jersey Ave. SE, Washington D.C.

SALARY RATE: $30.94/hr. Plus optional $4.98 Health & Welfare Stipend
Start Date: October 2026
Period of Performance: 18 months (6 Month base 12 month option)
SUMMARY: Executes the full federal records lifecycle for the legacy FTA records identified during the Headquarters relocation to the DOT West Building, from inventory through authorized disposition. Ensures every disposition action is schedule-cited, second-person verified, and Government-authorized before execution, closing FTA's compliance exposure while reducing its physical and digital storage footprint.
KEY RESPONSIBILITIES:
- Conduct systematic inventory of accumulated legacy records by office, series, volume, and media type, producing a defensible baseline of what FTA holds.
- Perform records scheduling and appraisal, crosswalking holdings to NARA General Records Schedules and DOT agency-specific schedules; identify unscheduled series requiring a Records Control Schedule action.
- Prepare and stage disposition authorizations for Government signature; execute authorized disposition only on written Government approval.
- Execute secure destruction of temporary records using approved methods, and prepare permanent records for transfer to NARA, including transfer documentation and ERA submission.
- Ensure compliance with the Federal Records Act, 44 U.S.C. chapters 21, 29, 31, and 33, 36 CFR Parts 1220 through 1237, NARA regulations, and DOT Order 1351.28
- Identify and close data privacy and security risk in legacy holdings, including PII and CUI, and report storage footprint reduction against baseline.
- Provide second-person verification on Position 1's appraisal and accession decisions.
REQUIRED QUALIFICATIONS:
- Bachelor's degree (High School plus 4 years is equivalent)
- Minimum 5 years of federal records management experience.
- Demonstrated application of NARA General Records Schedules and agency records schedules to real holdings.
- Direct experience executing records disposition, including authorized destruction and NARA transfer.
- Working knowledge of the Federal Records Act, 36 CFR 1220-1237, and Privacy Act / CUI handling.
- Eligible for U.S. federal facility access and suitability determination.
PREFERRED QUALIFICATIONS:
- Certified Records Manager (CRM), Information Governance Professional (IGP), or NARA Certificate of Federal Records Management Training.
- Prior experience preparing SF-115 / Records Control Schedule submissions to NARA.
- Experience supporting an agency relocation or consolidation records disposition effort.
- Electronic records management system experience; familiarity with OMB M-19-21 and M-23-07
- DOT or transportation-sector records experience.
