Position: Knowledge Management Program Manager.
Location: 111 S George Mason Dr, Arlington, VA 22204
*On site, five (5) days a week. (0730-1630 Monday-Friday). Remote and recurring telework are strictly prohibited for this role.
Employment type: Full time, exempt
Clearance: Active DoD Secret clearance required at start of employment.
Travel: Minimal. Occasional local travel within the Washington commuting area.
Compensation: $125,000 – $155,000 per year. Commensurate with experience and proposal ceilings.
Period of Performance: September 28, 2026 through March 27, 2030 (1 year 3 option years)
Position Summary
Kenney Business Solutions is actively seeking qualified candidates to submit as part of a proposed Knowledge Management Program Manager position in support of the National Guard Bureau in Arlington, Virginia. This candidate will spearhead delivery of an enterprise knowledge management program. This candidate will own the program's operating rhythm: the governance meeting cycle, the recurring deliverable schedule, task and suspense management, and all senior leader reporting. They will serve as the single point of accountability to the client for more than forty recurring and one-time deliverables, and you will direct a small team of knowledge management and technical specialists.
Key Responsibilities
- Serve as the contractor's designated program manager with full authority for day-to-day contract operations, interfacing directly with the client's technical representative and contracting officer.
- Run the governance cycle. Coordinate and support recurring executive working groups: distribute invitations at least five business days in advance, build agendas, pre-reads, and short-form decision briefs, facilitate the sessions, and publish minutes, decisions, and action logs within five business days.
- Own recurring reporting. Produce monthly status reports, quarterly roll-ups with trend analysis, and an annual program summary, each meeting defined accuracy and on-time standards.
- Manage the task queue. Enter, track, and monitor client taskings in government task management systems; deliver courses of action within ten business days; flag at-risk items to leadership.
- Produce the monthly issues list identifying the top three to five emergent enterprise issues with impact, dependencies, and recommended prioritization, and brief it to senior leadership.
- Draft and finalize executive correspondence and briefing products to client formatting standards, suitable for senior executive and general officer consumption.
- Own quality control. Develop and maintain the quality control plan, run monthly self-audits against defined performance standards, and drive corrective action before the client identifies a defect.
- Direct and develop the delivery team, including subcontractor personnel, and manage the integrated staffing plan.
Required Qualifications
- Bachelor's degree and
- Minimum of eight (8) years of program or project management experience supporting federal or Department of Defense clients.
- Active Secret clearance.
- Demonstrated record managing recurring deliverable schedules against defined, measurable performance standards with on-time and accuracy thresholds.
- Hands-on experience with DoD task management systems. Such as ETMS2, CATMS, or equivalent staff action tracking platforms.
- Executive communication. Proven ability to produce correspondence and briefing products for senior executive service or general officer audiences.
- Experience directing small delivery teams, including subcontractor personnel.
- U.S. citizenship required.
Preferred Qualifications
- PMP certification.
- Prior experience supporting a Department of Defense headquarters or joint staff organization.
- Knowledge management certification (KMI Certified Knowledge Manager or Certified Knowledge Specialist, or APQC Certified Knowledge Manager)
- Experience with tiered governance structures and executive decision boards.
- Familiarity with Microsoft 365, SharePoint Online, and Power BI as a consumer of dashboards and reporting.
