Senior Knowledge Management Analyst
Location: 111 S George Mason Dr, Arlington, VA 22204
*On site, five (5) days a week. (0730-1630 Monday-Friday). Remote and recurring telework are strictly prohibited for this role.
Employment type: Full time, exempt
Clearance: Active DoD Secret clearance required at start of employment.
Travel: Minimal. Occasional local travel within the Washington commuting area.
Compensation: $125,000 – $150,000 per year. Commensurate with experience and proposal ceilings.
Period of Performance: September 28, 2026 through March 27, 2030 (1 year 3 option years)
Position Summary
Kenney Business Solutions is actively seeking qualified candidates to submit as part of a proposed Senior Knowledge Management Analyst to serve as the lead knowledge management subject matter expert (SME) for an enterprise KM program in support of the National Guard Bureau in Arlington, Virginia. This candidate will author the program's governing doctrine, run the annual maturity assessment cycle across the enterprise, and lead decision-process analysis for senior leadership. This role sets the professional standard for the program and is the client's principal KM advisor.
Key Responsibilities
- Author the enterprise KM doctrine set, including the program instruction and manual, the multi-year campaign plan, and the strategic communications plan, and coordinate them through executive governance for publication.
- Develop and maintain the program's analysis and deployment plan with milestone tracking and monthly progress reporting.
- Execute the annual KM maturity assessment cycle across approximately forty-five organizational elements: coordinate, conduct, analyze, and report findings, and recommend improvements to the assessment instrument itself.
- Lead decision-process assessment. Identify delays and bottlenecks, unclear roles and authorities, missing or inconsistent information inputs, duplicative steps, and opportunities to standardize decision flow. Document findings for executive review.
- Develop standardized business rules, decision matrices, and workflow documentation for assigned decision processes, and obtain process owner validation.
- Design and maintain the program's KM metrics and KPI framework, and assess KM tools and templates on a quarterly cycle.
- Provide senior technical direction to junior KM staff and coordinate with the platform team on information architecture and taxonomy.
- Represent the program in enterprise governance forums and communities of practice.
Required Qualifications
- Minimum eight (8) years applying enterprise knowledge management principles: Knowledge flow analysis, knowledge lifecycle management, knowledge architecture alignment, metadata and taxonomy application, knowledge product development, knowledge stewardship, and KM governance support. Five years minimum will be considered.
- A recognized knowledge management credential. (Knowledge Management Institute Certified Knowledge Manager (CKM) or Certified Knowledge Specialist (CKS); APQC Certified Knowledge Manager; the U.S. Army Knowledge Management Qualification Course; an Air Force knowledge management specialty code (3A0XX or 3D0XX))
- Active Secret clearance.
- Demonstrated experience authoring policy, doctrine, or formal program documentation for a federal or DoD organization.
- Working proficiency with SharePoint Online, including lists, libraries, sites, permissions, and content organization.
- U.S. citizenship required.
Preferred Qualifications
- Bachelor's or higher degree in Organizational Learning or Library Science.
- Prior Department of Defense, joint, Army, or Air Force knowledge management assignment.
- Familiarity with ATP 6-01.1, AFMAN 33-396, or ISO 30401
- Experience designing or administering a KM maturity model
- Structured KM lifecycle methodology experience (Assess, Design, Develop, Pilot, Implement)
- Experience driving KM adoption across a federated or geographically distributed organization
