II Corps is looking for a meticulous and proactive Records Manager Analyst to support the Defense Threat Reduction Agency (DTRA), Office of the DTRA Chief of Staff (DIR-CS).

Background: The Defense Threat Reduction Agency (DTRA) requires a comprehensive Records Management (RM) program in compliance with the Federal Records Act (FRA), National Archives and Records Administration (NARA) requirements, and applicable DoD policies and directives. The Records Manager Analyst is embedded on-site at Fort Belvoir and serves as a critical operational resource for day-to-day records management functions, Site Assistance Visits (SAVs), and full lifecycle management of both physical and electronic records — spanning policy development, workforce training, scanning and digital conversion, email records management, disposition, and compliance reporting across the agency.

Position Description: The Records Manager Analyst plans and executes RM communications, policies, and procedures across the DTRA workforce; develops file plans, records schedules, and process documents in coordination with internal and external stakeholders; and maintains up-to-date inventories of electronic information systems with documentation confirming NARA disposition authority coverage. Conducts Site Assistance Visits (SAVs) across DTRA program and administrative offices and delivers RM training during SAVs, Newcomers Orientation, Staff Action Officer Training, and Annual Records Training events — including Learning Management System (LMS) modules and computer-based training. Prepares records for disposal in accordance with NARA General Records Schedules (GRS) and agency-specific schedules; coordinates temporary storage and chain of custody for inactive physical records; and prepares records packages for transfer, including permanent transfers to NARA. Operates and configures scanning systems to digitize physical records, validates image quality and metadata capture, uploads to designated repositories, and converts/migrates legacy electronic records into required formats. Monitors email preservation compliance and supports transfer of permanent email records to NARA per Bulletin 2024-04 and the Capstone approach. Supports NARA’s Annual Records Management Self-Assessment, OMB Circular A-130 compliance, and 36 CFR Chapter XII requirements; and maintains the security and confidentiality of records — including classified, sensitive, and PII-containing records — per agency security policies. Duties include:

  • Plan and execute communications to the DTRA workforce regarding records management policy and procedures.
  • Develop records management plans, policies, and procedures in coordination with internal and external stakeholders.
  • Create, update, and maintain file plans, records schedules, process documents, and procedure documents.
  • Assist in the development of a Communication Plan and project management documentation, including status reports and meeting minutes.
  • Conduct and support Site Assistance Visits (SAVs) across DTRA program and administrative offices, coordinating with stakeholders to assess records management compliance.
  • Provide records management training and guidance during SAVs, Newcomers Orientation, Staff Action Officer Training, and Annual Records Training events.
  • Design and develop learning materials; teach records management policy and procedures in seminar and instructor-led formats in both resident and distance modalities.
  • Prepare records for disposal in accordance with approved NARA General Records Schedules (GRS) and agency-specific disposition schedules.
  • Arrange and coordinate temporary storage solutions for inactive physical records, maintaining a check-in/check-out process to control access.
  • Prepare records packages for shipment and transfer, including permanent records transfers to NARA, ensuring proper documentation and chain of custody.
  • Monitor and audit staff compliance with agency email preservation policies; support performance testing for email applications to ensure records capture.
  • Support establishment, implementation, and sustainment of policies and procedures for the transfer of permanent email records to NARA in accordance with NARA Bulletin 2024-04: Revised Format Guidelines for the Transfer of Permanent Electronic Records — Appendix A: Tables of File Format, Section 9 — Email (36 CFR 1236.22(e)).
  • Assist with implementation of the Capstone approach to email records management as applicable.
  • Maintain the security and confidentiality of records per agency security policies and industry best practices; implement measures to safeguard against unauthorized access, loss, or corruption.
  • Assist with NARA’s Annual Records Management Self-Assessment analysis and risk ratings to identify vulnerabilities and improvement plans.
  • Support development and annual updates of records management policies and procedures in accordance with NARA bulletins, OMB Circular A-130, and DoD directives.
  • Support implementation of agency-wide records management internal controls, self-assessments, and remediation plans.

Desired Attributes: One or more years of specialized records management experience supporting DTRA or a comparable DoD agency. Certified Records Manager (CRM) credential or equivalent professional certification. Experience with SharePoint Records Center, Microsoft Power Apps, data integration, and cloud migration. Experience developing and delivering records management training programs, including LMS-based content. Knowledge of email management programs including the Capstone approach and NARA Bulletin 2024-04 format guidelines. Exceptional attention to detail, anticipatory mindset, and discretion in handling classified, sensitive, and PII-containing records, with the organizational discipline to manage concurrent inventories, SAVs, disposition actions, and training deliverables.

Job Type: Full-time

Pay: $95,000.00 - $100,000.00 per year
