We are seeking a self-motivated, highly organized, highly analytical individual who is a great communicator, enjoys learning and collaborating with others, to join our Business Continuity Planning team and be the engaging, professional face of the program.

Under the general direction of the Manager of the Enterprise Planning and Project Section, you serve as subject matter expert and consultant for Emergency Operations Center (EOC) business resumption planning (BRP), collaborating with and supporting Emergency Operations Center (EOC) members, including the EOC Director and team members, enterprise continuity partners, business areas, and external agencies. You develop expert knowledge of the department’s Continuity Planning Program (CPP) Charter, core continuity plans, and continuity strategies to fulfill the responsibilities and deliverables related to the business continuity program and workloads.

  • This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.

  • Experience in business continuity planning concepts for business resumption, emergency response, and technology recovery
  • Experience or ability to design, conduct, and evaluate tabletop exercises and training sessions with any size audience, both face-to-face and virtually, with little guidance
  • Knowledge of state policies and procedures for disaster recovery and technology recovery
  • Experience in performing risk analysis and business impact analysis to determine dependent services, business processes, and systems to include in recovery planning 
  • Knowledge of Franchise Tax Board's (FTB) organization, business program areas, operations, and systems
  • Ability to develop and conduct presentations to small and large audiences, including senior leadership, with little guidance
  • Excellent analytical skills with demonstrated ability to think logically and creatively, research issues, and make recommendations
  • Demonstrated high degree of initiative, independence of action and originality, tact, and sound judgment
  • Demonstrated skills of strong time management and organization with ability to manage multiple priorities, produce quality work, and meet deadlines
  • Demonstrated excellent skills in collaboration and customer service skills which foster positive relationships
  • Ability to work independently and in a team environment, be self-directed and work well under minimal supervision
  • Experience in leading and facilitating planning sessions
  • Demonstrated ability to apply strong written and verbal communication skills
  • Demonstrated strong attention to detail
  • Proficient experience with Microsoft tools such as Word, Excel, PowerPoint, Visio, SharePoint, OneNote, MS Teams
