Job Description And Duties

CalRecycle is looking for an Analyst IV who is self-motivated, creative, and exercises a high degree of independence, discretion, and judgment in planning, coordinating, and overseeing a full range of duties in complex regulatory and legislative functions that directly support the implementation of the California Beverage Container Recycling and Litter Reduction Act (Act) to support the Department. The incumbent is responsible for managing sensitive, high-visibility functions, including managing confidential documents, supporting essential services, and leading special projects with Department and Agency-wide impact. The Analyst IV serves as the lead technical advisor to management including the Assistant Director of the Beverage Container Recycling Program (Program). The incumbent must demonstrate the ability to independently manage competing priorities, respond to time-sensitive and confidential matters, and apply sound judgment in situations that have Department and Agency-wide operational and fiscal impact. The Analyst IV works in close collaboration with the divisions of the Department to plan, organize, and lead the Department’s and Agency’s most complex and sensitive Program functions, ensuring compliance with state laws, regulations, and policies while supporting executive decision-making and operational continuity.

Travel may include extended periods (4 to 5 days at a time) requiring overnight accommodations and weekend assignments, not to exceed 10 percent per year.

This position may be eligible for hybrid telework under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense. Beginning July 1st, 2026, it is anticipated the position will be office-centered and employees will be expected to report to the office at least four days per week.
