Essential Functions Of Job
- Responsible for program planning and evaluation, including review, analysis and monitoring, of contracted adult and child-serving programs and services within the Cumberland & Perry Counties’ Mental Health Program in keeping with the mission and values of recovery and resiliency.
- Responsible for ensuring program reporting is completed under the Consolidated Consumer Reporting Initiative (CCRI).
- Responsible for the Quality Management Plan of the Cumberland & Perry Counties’ Mental Health Program, which includes analysis of data from a variety of sources, including Consumer Satisfaction survey results and Incident Management reports and conducting and reviewing Provider Program Audits to ensure that needed services are being provided appropriately to county residents.
- Lead for Incident Management implementation and investigation of critical incident management issues within the contracted mental health programs to ensure provider compliance.Provides leadership in articulating program philosophy, values, and direction among stakeholders through training and consultation to individuals, provider agencies, families, advocates, HealthChoices and the general public.
- Serves as a Mental Health Delegate, making recommendations for emergency involuntary mental health treatment evaluation by a physician and needs to have knowledge of the Mental Health Commitment laws and procedures.
- Monitor the Incident Management plan in HCSIS (Home and Community Services Information System) database system - analyze and review reports, identify trends, problem solve issues. Investigate and resolve complaints and incidents for county-funded services. Maintain internal tracking for Incident Management.
- Serve on various committees for HealthChoices Quality Management system - Clinical, Quality Improvement, and Utilization Management - and analyze and review reports, identify trends, problem solve, etc.
- Develop, implement and monitor existing programs and new program initiatives (when available opportunities). Analyze service data results, problem solve, develop and monitor corrective action plans.
- Participate in the development and implementation of the annual Cumberland and Perry Counties Human Service Plan for the Mental Health Program for submission to the State.
- Provide technical assistance to consumers, providers, family members, and the community in Cumberland and Perry Counties; identify resources and referrals, analyze issues and problem solve.
- Serve as a team member on the Emergency Behavioral Health Crisis Response Team and participates in all hazards planning. Collaborate in preparation and planning related to assuring resources are available to meet public needs when disaster/crisis occurs.
- Three years of experience in public or private social work which included one year in a mental health program and one year in a supervisory capacity; and a bachelor's degree which includes or is supplemented by 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences;
- Any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.
Selection Criteria
- Meet the minimum experience and training for the job.
- Meritorious service: defined as the absence of any discipline above the level of written reprimand during the 12-months preceding the closing date of the posting.
- Clearances: Prior to employment, individual must receive clearances from: PA State Police, FBI, PA Child Abuse, and Office of Inspector General (OIG). Must maintain clearances throughout employment.
