Job Summary
- Manage NAVELSG’s Shelf-Life Program and implementing comprehensive Quality Control (QC) oversight across TOA maintenance, overhaul, warehousing, and reconstitution activities.
- Oversee all shelf-life tracking, inspection, rotation, and disposal requirements for consumables, hazardous materials, and time-sensitive items in accordance with DOD 4140.27-M, NAVSUP, and DLA policies.
- Implement NAVELSG’s QC Program, ensuring all maintenance, ILO, welding, container recertification, and warehousing operations comply with MIL-STD-3037, NAVFAC P-307, NAVFAC P-300, OEM technical manuals, and safety standards.
- Conduct audits, validate DPAS-WM/JCM/OMMS-NG data accuracy, maintain technical documentation, support corrective actions, and ensure all deliverables remain accurate, traceable, and audit-ready.
- Work directly strengthens NAVELSG’s readiness, environmental compliance, and material accountability.
- Establish, manage, and enforce shelf-life control procedures in compliance with DOD 4140.27-M, NAVSUP, DLA, OSHA, and EPA regulations.
- Inspect, monitor, segregate, label, and track expired and near-expiration materials, including HAZMAT and time-sensitive consumables.
- Coordinate shelf-life testing, re-certification, extensions, and disposal actions through DLA Disposition Services, maintaining audit-ready documentation.
- Update DPAS-WM, JCM, OMMS-NG, and supporting systems with expiration data, extensions, condition codes, and disposal transactions.
- Train warehouse and supply personnel on shelf-life labeling, environmental controls, proper segregation, and HAZMAT safety procedures.
- Develop QC inspection checklists, audit plans, and conformance metrics supporting NAVELSG’s maintenance, overhaul, and warehousing operations.
- Conduct scheduled and random inspections across ILO, welding, maintenance, warehousing, and container recertification activities.
- Validate inventory and configuration accuracy across DPAS-WM, OMMS-NG, and JCM, documenting non-conformances and initiating corrective actions.
- Verify technical work aligns with OEM manuals, MIL-STD-3037, NAVFAC P-307, NAVFAC P-300, and other applicable Navy standards.
- Track corrective and preventive action (CAPA) metrics and report findings as part of Monthly Status Reports (MSRs).
- Maintain calibration files, welding certifications, container inspection documentation, and other QC records in audit-ready format.
- Support root-cause analyses, continuous improvement efforts, and quality/process enhancements in coordination with the Operations Manager and section leads.
- Ensure all material-handling, storage, and disposal actions comply with NAVSUP, DLA, OSHA, EPA, and NECC/NAVELSG directives.

Required Skills & Certifications
- U.S. Citizenship and an active DoD Secret Security Clearance.
- High School Diploma or equivalent.
- Minimum 3 years of experience managing shelf-life programs, HAZMAT programs, quality control, or QA/QC oversight in a DoD logistics or maintenance environment.
- Experience with DPAS-WM, inventory audit procedures, shelf-life management systems, and configuration-driven accountability.
- Familiarity with DOD 4140.27-M, NAVSUP shelf-life policy, DLA disposal requirements, OSHA/EPA safety standards, MIL-STD-3037, NAVFAC P-300, and P-307.
- Experience conducting audits, inspections, and process reviews consistent with ISO-aligned quality systems.
- Strong analytical skills, attention to detail, and ability to maintain audit-ready documentation.
- Excellent communication skills with a demonstrated ability to train personnel and enforce compliance.
- Associate’s Degree in Quality Control, Logistics, Supply Chain, Environmental Safety, or a related field.
- QA/QC certification, ISO 9001 training, or AMMO-43 / HAZMAT handling certification.
- Completion of annual DoD environmental or safety training programs.
