Air Force Civilian Service (AFCS) is currently seeking a full-time Program Management Specialist to work in the Nuclear Weapons Center (AFNWC), Intercontinental Ballistic Missile (ICBM) Systems Directorate at Hill Air Force Base near Layton, Utah.>br>

This position (986391) is an NH-301-03 which has a 2026 salary range of $89,508 - $138,370.

The primary purpose of this position is to serve as a Strategic Communications Specialist for the ICBM Systems Directorate.

As a Senior Strategic Communications Specialist with the Program Execution Group, you will spearhead communication strategies for the ICBM Systems Directorate. In this role, you will advise senior leadership, shape the public narrative, and ensure clarity across all messaging. The position demands a blend of strategic insight and creative execution to navigate sensitive communication challenges within a fast-paced national security context.

DUTIES:

  • Develops and directs strategic communication, ensuring all activities are aligned with organizational missions, public laws, and governing directives.
  • Serves as a principal advisor to senior leadership on matters pertaining to strategic communications, public affairs, and media relations.
  • Formulates and executes strategies to effectively communicate the organization's mission, functions, and activities to a broad range of audiences, including the public, media, and other government agencies.
  • Designs and employs a wide range of qualitative and quantitative methods to gather, analyze, and evaluate public reaction to agency programs and policies, providing data-driven recommendations for adjustments.
  • Prepares and delivers high-level communications, including speeches, press releases, talking points, and official statements to advocate for agency positions and respond to criticism of its functions or performance.
  • Establishes and maintains effective working relationships with SAF/PA, AFGSC/PA, and other stakeholders to ensure the ICBM messaging is consistent and widely communicated.

SKILLS:

  • The ideal candidate will have a strong background in Public Affairs, including knowledge of the guiding laws and policies. This position requires the ability to effectively manage Public Affairs programs and strategically use resources to achieve mission goals.
  • A thorough understanding of the mission, structure, and planning processes of the Air Force and the Department of Defense (DoD) is necessary. The role also requires knowledge of various methods for measuring and analyzing public reaction to agency programs and policies.
  • Expert communication skills, both written and verbal, are essential for this role. The position requires the ability to clearly explain programs, advocate for the agency's positions with tact and diplomacy, and respond thoughtfully to public criticism.

REQUIREMENTS FOR THE POSITION (NOT ALL INCLUSIVE):

  • U.S. CITIZENSHIP
  • Must be able to obtain and maintain the appropriate security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
