OPEN: 21 August 2025 CLOSE: 4 September 2025 The Air Force Nuclear Weapons Center (AFNWC) Nuclear Command, Control, and Communications (NC3) Integration Directorate, is seeking a highly qualified Supervisory Acquisition Program Manager (000386771) to fill an NH-1101-04 vacancy at Hill, AFB near Layton, Utah. The position NH-1101-04 has a typical 2025 salary range of $124,531 – 190,424.(locality included). POSITION: Program Manager, Strategic Automated Command Control System (SACCS), (AFNWC/NCS). The Strategic Communications Division's mission is to develop, produce, and field secure, robust nuclear command, control, and communications (NC3) capabilities, integrating these programs into the Air Force NC3 Weapon System (AN/USQ-225) and the NC3 enterprise to ensure assured communications and connectivity between the President, National Leaders, and Strategic Deterrence forces, even in highly stressed environments; this position requires an acquisition subject matter expert overseeing all phases of the acquisition lifecycle, acquisition documentation and activities, interfacing with senior leadership from AFNWC, AFGSC, STRATCOM, OSD, and the Air and Space Force Staff to achieve Program Executive Officer (PEO) & Service Acquisition Execution (SAE) objectives, and enforcing good order and quality force standards to ensure personnel accountability for mission success. DUTIES: As the Strategic Communication Division's (AFNWC/NCS) Strategic Automated Command and Control System (SACCS) Program Manager, leads a 39-member Program Office to develop, acquire, and sustain combat effective Nuclear Command, Control and Communications (NC3) capability providing the Air Force's primary communication path for receiving and disseminating secure Higher Authority Command (HAC) Emergency Action Messages (EAMs) and Force Direction Messages (FDMs). Responsible for the sustainment of the existing SACCS capabilities while also modernizing and replacing SACCS hardware, software and network capabilities. Also responsible for efficient execution of program resources and establishes effective internal/external partnerships to successfully execute the program. Interfaces with senior AFNWC, AFGSC, STRATCOM, Office of the Secretary of Defense (OSD), and the Air Staff to achieve PEO & SAE program objectives and support multiple operational users. Enforces good order, discipline & AF quality force standards and ensures personnel accountability to mission success.

  • Directly reports to the Materiel Leader
  • Oversees the SACCS-Sustainment and SACCS-Replacement programs managing the execution of Operations & Maintenance (O&M) and Research, Development, Test and Evaluation (RDT&E) budgets
  • Coordinates closely with the Lead Command, Air Force Global Strike Command, and SAF/AQ Program Element Monitors for Programming, Planning, Budgeting and Execution processes and documentation
  • Leads multifunctional program team and supervises all government program managers on the team
  • Serves as the Division Operating Location Lead coordinating with local organizations and agencies to provide Organize, Train and Equip functions for all SACCS Team members
  • Eligible for situational telework at management discretion. NOT eligible for remote/full-time telework KNOWLEDGE AND SKILLS:
  • Knowledge of and experience in implementing policies, best practices, regulations, and laws concerning the acquisition management process and initiatives.
  • Knowledge of the mission, role, function, and organizational structure of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
  • Knowledge and experience with NC3 mission, NC3 systems, NC3 operations, and communications systems is highly desired.
  • Adept at identifying and resolving highly complex technical and organizational problems crossing multiple organizational and functional boundaries.
  • Possess strong ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
  • Able to manage a geographically dispersed team and work well with multiple stakeholders and interests. REQUIREMENTS FOR THE POSITION:
  • U.S. CITIZENSHIP.
  • Must hold Secret clearance; required to obtain and maintain a Top Secret/SCI clearance.
  • NH-1101 eligible and have Advanced PM Certification (BtB or APDP equivalent).
  • This is a drug testing designated position. Incumbent is subject to random testing.
  • Work may require travel away from the normal duty station on military/commercial aircraft.
