The Payroll and Compliance Director will oversee an experienced payroll team and payroll functions, ensuring payroll and taxes are processed accurately, timely and in compliance with regulations. The Payroll and Compliance Director is responsible to research, stay up to date and ensure the Y follows evolving, applicable federal, state, county and city laws, rules and regulations related to payroll, benefits, compensation and employment law in all states where team members reside. The Payroll and Compliance Director will manage payroll and compliance projects and initiatives and collaborate with the HR and Risk Management teams to ensure as new legislation passes managers are informed, trained and given the resources they need to understand and implement the changes. The Payroll and Compliance Director will prepare required compliance reports to regulatory agencies. The Payroll and Compliance Director will support HRIS data integrity, identify innovative solutions to build efficiencies and research system capabilities including configuration and testing.

1.Job Summary:

The Payroll and HR Compliance Director will oversee payroll functions, ensuring pay is processed accurately, timely and in compliance with government regulations. Responsible for overseeing wage and garnishments, taxes, regulatory filing, W2 distribution, etc. Incumbent is also responsible to ensure the organization follows applicable laws and regulations related to payroll, benefits, compensation and employment law (this is not an all-inclusive list) in all states where team members reside. Collaborate with People and Culture’s Business Partners’ team to ensure compliance needs are communicated timely for resource updates. Monitor service levels and ensure people and culture timely response.

2.Essential Functions:

·Stay current in HR compliance with federal, state, county and city laws, rules and regulations that are applicable to the organization and relevant to states where team members are employed.

·Develop and oversee payroll processes and procedures for routine processing, tax reporting, legal requirements and internal financial requirements.

·Partner People and Culture Department and Risk Management Department, lead organization-wide compliance initiatives, relative to HR, to inform, train and equip our team and supervisors with resources and tools.

·Lead and direct the work of Payroll team, support HRIS team as needed.

·Collaborate with people and culture’s business partners to create, update and implement policies and procedures to remain in compliance with applicable law.

·Identify and support process improvements, innovative solutions and system enhancements to improve business efficiency and effectiveness.

·Ensure compliance with all wage and garnishment administration.

·Ensure timely and accurate tax and regulatory filing as appropriate.

·Support research and system capability for multi-state employees.

·Support data integrity, application configuration, user acceptance testing of the HRMS, currently UKG Workforce Ready

·Provide excellent customer service and direction for timely and accurate payroll preparation and processing

·Lead special projects as necessary

3.Relationships:

The incumbent reports to the Vice President of People Operations and Total Rewards and works closely with People and Culture’s leadership team to meet the needs of the Association. The incumbent supervises the payroll staff. This position interacts with Association Executives and Branch and/or Program Executives. 

4.Qualifications:

Required

·Bachelor’s Degree in human resources, business. Demonstrated experience may be considered in lieu of degree.

·Seven (7) years of experience with payroll plus compliance and/or HRIS systems experience.

·Three (3) years providing direct supervision to others

·Experience working with multi-state employees.

·Experience working with human resource compliance, including payroll regulations, wage and garnishment, taxes and employment law, etc.

·Project Management experience

·Excellent communication skills with the ability to develop partnerships/relationships at all levels

·Excellent analytical, planning, organization and problem solving skills

·Attention to detail

·Proficiency in Microsoft Office Word and PowerPoint.

·Strong interpersonal skills, including ability to work effectively with individuals from diverse backgrounds

·Ability to present technical information in an easy to understand format

·Ability to work discreetly with confidential information

Preferred

·Experience with UKG Ready

·Project management experience

·Data organization and analysis experience

6.Work Conditions:

·Must be able to work on a computer for extended periods of time

·Operate office equipment: copier, fax machine, and computer

·Travel to various locations for meetings and trainings
