Summary:

Yorktown Systems Group is seeking a highly qualified Contract Program Manager to provide individual, leader, small unit, battle staff, and simulation-driven collective Mission Command (MC) training, technical, exercise, simulation, and organizational support for the ARNG Mission Command Training Support Program (MCTSP). The ARNG delivers individual and collective Mission Command system training in Live, Virtual, and Constructive environments to BNs, BDEs, and DIVs throughout the 54 states and territories in order to aid Commanders in achieving their Mission Command Objective T requirements as part of the Army National Guard Training and Readiness Guidance. The ARNG MCTSP currently operates six MTCs, MTC-Atterbury, IN; MTC-Chaffee, AR; MTC-Dodge, IA; MTC-Fort Indiantown Gap, PA; MTC-Gowen, ID; and MTC-Leavenworth, KS, each having its own designated Region. The six Regions collectively incorporate the 50 states, three territories and one District.

The DA G 3/5/7 has designated the Mission Training Complex (MTC) as the vehicle for providing individual through collective MC training across the Army. MC, as defined in Change 1 to Field Manual (FM) 3.0 Operations, is intended to focus on the command activities of understanding, visualizing, describing, directing, leading, and assessing as the primary drivers of the operational process. The Army's MTCs focus on realistic and demanding training. MC focuses our support on the leadership. MC recognizes the key role played by leadership in the dynamic environment of conflict. Furthermore, the focus on mission type orders emphasizes to subordinate leaders the results to be attained. In order to function effectively in the Army's Unified Land Operations operating environment, these leaders must receive the best training available to enable them to successfully carry out mission oriented orders.

Specific duties may include, but are not limited to:

  • The Government will coordinate all Contractor work through the Program Manager.
  • Shall act as the corporate decision-making authority to effectively and rapidly respond to task order requirements.
  • Serve as the principle point of contact with the COR and government management personnel.
  • Take all actions necessary to ensure task order compliance and proper performance of all work assigned.
  • Shall be available during normal operating hours within 45 minutes of notification to meet in person or by phone with the COR or Government site leads.
  • Other duties and tasks that may be assigned.

Required Qualifications:

  • Master's degree in Management, Business Administration, or related discipline.
  • Battalion or higher command assignment, or equivalent FA57 assignment.
  • Two (2) years Program Management experience over a contract with similar size, scope, and complexity, within the last 10 years.
  • Three (3) years of experience in managing an office executing a variety of contracts covering multiple functional areas.
  • Be a US Citizen.

Preferred Qualifications:

  • Two (2) years of experience, within the last 10 years, with military gaming and/or simulations.
  • Graduate of CGSC or ILE (MEL 4), Senior NCOES or equivalent, Senior Service College or equivalent military schooling.
  • Knowledge of and experience with Army constructive models and simulations.
  • Experience controlling medium to large unit training events and operations of MTC or similar organizations.
  • Experience with military training and training support at the Brigade or higher level.
  • Experience in operations and training requirements at Division or higher level.
  • Knowledge planning and executing large training events and how to use the Joint Event Life Cycle (JELC) to support customer training requirements.
  • Familiarity with current Army Mission command Systems and platforms.

Clearance: Active DoD Secret clearance required

Location: Remote or National Capital Region (Preferred)

Travel: Some travel is required; to include CONUS and OCONUS.
