Summary:

Yorktown Systems Group is seeking a highly qualified Business Process Engineer to provide professional services and support to the Veteran Health Administration (VHA) Integrated Healthcare Transformation (IHT) with direct support to the Product Effectiveness (PE) Professional Health Business Services. The Veterans Health Administration is America's largest integrated health care system, supported by approximately 300,000 employees providing care at 1,250 health care facilities, including 172 medical centers and 1,069 outpatient sites of care of varying complexity across the continuum, serving 9 million enrolled Veterans each year. VHA facilities are located in all 50 states, Puerto Rico, the U.S Virgin Islands, the Philippines, Guam and American Samoa and serve a diverse population of Veterans.

Specific duties may include, but are not limited to:

  • Performs tasks requiring delivery of analysis and advice for management regarding the evaluation of the effectiveness and efficiency of largescale healthcare programs and operations.
  • Conducting organization studies that specifically assess and analyze current organization states and management systems; performing gap analyses of differences between current and targeted states; documenting and delivering findings and recommendations; and conducting surveys, focus groups, and other accepted techniques for data collection in support of organization studies that specifically assess and analyze current organization states and management systems.
  • Will communicate with internal and external VHA project team members to uncover risks and issues that may be identified during business/clinical assessments. Needs to aggregate data collect from VHA project stakeholders to provide context, lesson learned and associated recommendations to correct issues or to develop future state requirements.

Required Qualifications:

  • BS Degree.
  • More than six (6 ) years' experience implementing & performing assessments on a large IT solution within business, clinical, and operational environments.
  • Ability to understand and document if a deployed business/clinical process or IT solution is meeting the business owner expectations.
  • Demonstrated experience performing baseline assessments and post implementation assessments that determine if the implemented solution is functioning as expected and providing Its anticipated benefits.
  • Able to understand value of comparing baseline assessment results to post implementation assessment results to identify where improvements have/have-not been realized.
  • Experience documenting complex business, clinical and operational workflow processes and how they are supported by IT solutions. The candidate must have the ability to document the benefits, pain points and workarounds introduced by IT solutions within the business, operational and clinical workflow processes.
  • Experience working within software development lifecycle deploying Commercial Off the shelf (COTS) and custom-built clinical solutions.
  • Strong written and communication skills to include developing assessment reports that are written in common business language that include summarized business analysis that can be used to brief executive leadership.
  • Experience assessing requirement documentation such as Business Requirement Document, Performance Work Statement, Requirement Traceability document etc.
  • Experience working within software development lifecycle deploying Commercial Off the Shelf (COTS) and custom-built clinical solutions.
  • Possess strong written and communication skills.
  • Understanding of project management concepts such as Organization Change Management, Risk Assessment, and Communication Planning etc.
  • Ability to assess key project management artifacts such as an Integrated Master Schedule (IMS), Communication Plan, RACI etc.
  • Possess exposure to health Information Technologies (IT) strategies and implementation of EHRM solutions.
  • Understanding of data standards, interoperability, change management, patient outcomes/patient safety concepts.
  • Familiar with VHA major initiatives and concepts such as Mission Act, EHRM, Pharmacy reengineering etc.
  • Clinical background to include the ability to develop as-is and to-be clinical and operational workflows using industry standard tools.
  • Experience implementing process improvements in a clinical and non-clinical setting utilizing proven concepts such as lean change management, communication management to positively impact end user adoption.

Clearance: Must possess a favorable NACI Background check and able to obtain a Secret security clearance.
