Duties

In this position you will serve as a Human Resources Specialist, serving as a lead project coordinator and senior advisor on various employment and workforce subject matter areas. Managing and executing projects and work assignments at various stages of the policy cycle to include formulation, implementation and/or accountability and compliance.

This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10) with promotion potential to $158,860 (GS-14 Step 10).

Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

Major duties include, but are not limited to:

* Providing expert level guidance on various employment and workforce situations to include consultation, facilitation, project management, critical analysis, and people management to assist CBP stakeholders, senior leaders, managers, supervisors or employees.

* Providing Human Resources (HR) policy consultation with CBP program managers, leaders or supervisors on two (2) or more HR specialties such as performance management, awards, and related areas which fall under HCP's Branch.

* Developing, planning, initiating, implementing and communicating new or revised HR policies as required by DHS and CBP leadership.

* Ensuring awareness of policy changes including impact of proposed or new legislation; DHS and OPM policy guidance; Executive Orders; Comptroller General decisions; court or third-party decisions; and/or other relevant regulations, policies and guidance with CBP-wide impact while ensuring that CBP's HR policies conforms to statutory and regulatory requirements.

* Leading compliance reviews and audits to promote HR compliance and accountability.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

* Providing Human Resources (HR) policy consultation and/or regulatory guidance and services to managers, leaders, or supervisors in the field of HR human capital policies.

* Participating in integrated teams, and activities and providing authoritative input on HR human capital regulations, principles, procedures, and/or practices.

* Conducting HR human capital compliance reviews and/or audits to ensure HR compliance and accountability.

* Participating on various projects and groups to formulate and implement new HR human capital policies and/or innovative HR solutions.

You must:

* Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

* Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/30/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
