Workers Compensation Board is Hiring an Internal Auditor 1, WCB Items #2146 Near Schenectady, NY

Candidates must be reachable on the appropriate Civil Service eligible list.
OR
Interested candidates must be eligible to transfer under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
52.6 and 70.1 transfer candidates must have one year of permanent Competitive service in a qualifying title allocated to a SG- 16 or higher.
70.4 transfer candidates must have one year of permanent competitive service in a position allocated to a SG-12 or higher and possess a bachelor’s degree and have standing on the Professional Career Opportunities (PCO) eligible list.
Candidates may be required to serve a 2-year traineeship that leads to the SG- 18 position. The traineeship would include SG-14 Trainee 1 and SG-16 Trainee 2. After successful completion of the two-year traineeship the incumbent will advance to the SG-18 level.

Duties Description
Under the general direction of Internal Audit management and by supervision from Internal Auditor 2s, the Internal Auditor 1 conducts risk-based internal audits. Duties include, but are not limited to, the following:
  • conduct all audit phases and activities, including subject matter research; data analyses; auditee interviews; identifying risks and controls; documenting processes and control points; establishing audit scope; formulating and completing evaluations and testing activities; and preparing and communicating audit findings and other reportable activities. The Internal Auditor 1 may perform a variety of miscellaneous internal audit assignments as directed by Internal Audit’s management.
  • Efficiently conduct audits of varying complexity and apply audit principles, skills and techniques consistent with the Institute of Internal Auditors standards and professionally recognized best practices.
  • Prepare audit documentation, ensuring documentation methods are efficient while also sufficiently supporting the audit work planned, performed and conclusions drawn.
  • Perform audit work in accordance with professional standards, Internal Audit’s project timeframes, and the policies and procedures of the Board and Internal Audit.
  • Prioritize audit activities so that resources are devoted to areas of highest risk and value enhancement.
  • Prepare audit findings and discuss with auditee management.
  • Prepare for and participate in audit entrance and exit conferences and other audit-related meetings with auditees.
  • Routinely advise Internal Audit management of task progress and issues to ensure project plans, milestones and timeframes are met.
  • Potentially conduct multiple projects simultaneously.
  • Perform special projects as assigned by Internal Audit management.
  • Participate in the employee performance evaluation process.
Preferred Qualifications:

  • Adaptable to quickly shifting priorities
  • Knowledge and use of technology including spreadsheets and data analysis techniques
  • Strong organizational and recordkeeping skills
  • Attention to detail
  • Strong ability to apply concepts in practice and often for the first time without modeling
  • Experience with applying the COSO Internal Control Framework and preferably the Institute of Internal Auditors’ International Professional Practices Framework
  • Progress toward professional certifications including The Institute of Internal Auditors’ Certified Internal Auditor (CIA) or Internal Audit Practitioner
