Workers Compensation Board is Hiring an Auditor 1 (NY HELPS), WCB Item #5264 Near Schenectady, NY

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Candidates may be required to serve a 2-year traineeship that leads to the SG- 18 position. The traineeship would include SG-13 Trainee 1 and SG-14 Trainee 2. After successful completion of the two-year traineeship the incumbent will advance to the SG-18 level
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Either 1. A bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
2. A bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
3. A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles; OR
4. A currently valid Certified Public Accountant license and registration issued by New York State.
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT:
Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS:
Candidates must have one year permanent competitive or 55 b/c service in a title designated as appropriate for transfer in accordance with Section 70.1 of the Civil Service law.
70.4 transfer candidates must have one year of permanent competitive service in a position allocated to a SG-11 or higher and possess a bachelor’s degree and have standing on the Professional Career Opportunities (PCO) eligible list.
55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.
Either 1. 4. A currently valid Certified Public Accountant license and registration issued by New York State.

Duties Description
Under the direction of the Auditor 2, SG-23, the Auditor 1, SG-18 will perform audits of payroll records of employers to determine whether they have under stated or misrepresented reported payroll with the intent to defraud workers’ compensation premiums.
Duties include but are not limited to the following:
  • Ensure audits are in-line with Board policies and procedures.
  • Obtain and compile all pertinent documents required to perform a complete insurance premium audit as prescribed under New York Compensation Insurance Rating Board underwriting guidelines.
  • Review investigation reports from various Board operations, interviews, payroll records, carrier files and underwriting files.
  • Create and issue subpoenas to insurance carriers as necessary.
  • Perform audits on Unemployment Insurance Referrals; adjust Unemployment insurance payroll as it pertains to premium calculation standards.
  • Identify audit scope and prepare audit work papers in support of findings and completes audit report with summary and outcome of case.
  • Maintain and report statistics regarding cases and outcomes of misclassification and under reporting.
  • Assist with special projects as needed.
