Employee will be assigned to the Division of Water & Waste Management, Office of Environmental Enforcement (EE). Under administrative direction, employee will report to the Chief Inspector and will perform professional work at the expert level. Will serve as the principal assistant to the Chief Inspector and act as a technical expert for statewide programs with multiple, broadly related components, outlined by the following sections of state code: Water Pollution Control Act, Groundwater Protection Act, Dam Control Act, Solid Waste Management Act, Underground Storage Tank Act, Hazardous Waste Management Act, and the Aboveground Storage Tank Act.
Duties/examples of work include the following:

  • Reviews the work of statewide inspection or administrative staff for technical, scientific, and regulatory accuracy relating to the content of administrative actions or referrals to Office of Legal Services for civil action, of which the outcome may result in multimillion dollar infrastructure investment in addition to penalties.
  • Employee will conduct research on critical matters which may require statutory or regulatory policy modifications.
  • Develops internal program policies and procedures to establishes strategic standards, goals and objectives for the programs. (Relates to escalation of enforcement, management of records.)
  • Will develop or assist in development of new WVDEP rules, as required.
  • Performs research, analyzes, and summarizes data to make specific recommendations. Will conduct special projects at Chief Inspector’s request; prepares and presents reports. Keeps abreast of trends and developments in various EE programs and related programs in other states and provides recommendations for adapting new methods/techniques when desirable.
  • Recommends solutions to problems.
  • May attend legislative, public or advocacy group hearings; and may present information for discussion/ decision making purposes.
  • May serve as state’s representative on interstate agency committees as appointed or represent EE in other organized groups (DEP Committees) in developing new technical standards, rules, guidance, and procedures.
  • Coordinates with local, state, federal agencies on specific projects.
  • Provides training to employees in statutes, rules, guidelines and technical procedures. Advises the program administrator, and many upper level program managers on problems and policies related to environmental standards. (programmatic and operational issues.)

Must have the ability to establish and maintain effective working relationship with federal, state, and local officials, the general public, supervisors, co-workers and staff, must have the ability to keep accurate records, write report in a clear concise form and present factual material and ideas effectively, and have excellent oral and written communication skills. Must have the ability to operate a motor vehicle in WV.

Minimum Qualifications

Training: Master’s degree from an accredited college or university.

OR

Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every fifteen (15) semester hours of graduate training and/or every thirty (30) semester hours of undergraduate training.

AND

Experience: Four (4) years of full-time or equivalent part-time paid professional experience in the specialty area.
