WCTS is seeking a Program Manager for the Department of Veterans Affairs (VA), Office of Small and Disadvantaged Business Utilization (OSDBU) to provide portfolio management support and governance of OSDBU's portfolio of critical programs.

This contract is contingent upon award.

If awarded, the beginning of employment will be March 27, 2024.

This is a 5-year possible contract award (2024-2028).

Travel: Less than 15%

Hours: 7am – 5:30pm, full-time work

Location: Washington, DC; Remote is possible at customer discretion 

Citizenship: US Citizen

Salary: $100,000 - $120,000 plus benefits
Job Description:

• Provide Total Enterprise Level Correspondence Support 

• Total Program Management Support for Executive Leadership 

• Total Management Support for a federal Contract Management Team (CMT) 

Essential Requirements:

• Bachelor’s degree in management or equivalent successful professional performance relevant to the task requirements.
• 10 years of relevant professional experience planning, executing, and overseeing a set of programs and projects to achieve strategic goals. 

• Familiarity with change management principles and practices. 

• Ability to lead teams through organizational changes and adapt to evolving project requirements. 

• Organizational results delivery and change management methodology expertise (e.g., Prosci approach or applying the ADKAR model.)

• Expert level competency using Microsoft Office 365 applications. 

• Ability to align program objectives with the organization's strategic goals. 

• Skill in developing program roadmaps and ensuring they align with the overall business strategy. 

• Expertise in identifying and managing risks associated with program/project execution. 

• Skilled in developing program/project risk mitigation strategies and contingency plans.
