WAYNE COUNTY JOB DESCRIPTION for

SOLID WASTE DEPARTMENT

ESSENTIAL WORK FUNCTIONS

Under limited supervision, supervises a crew performing semi-skilled to skilled work operating
motorized heavy equipment used in the disposal of refuse at the county solid waste landfill.
Employee is responsible for the safe and timely completion of all tasks assigned to this crew.
Work involves operating and training in the use of bulldozers. Compactors, front end loaders,
graders, motorized pan, farm tractors, and backhoes to spread, pack and cover refuse and debris.
Employee is also responsible for collecting recycling materials and delivering them to the
recycling building to be processed and for performing routine maintenance on heavy equipment.
Employee is exposed to the usual hazards and unpleasant working conditions associated with
landfill work. Reports to the Solid Waste Director.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Supervises, directs and evaluated assigned staff, processing employee concerns and
problems, directing work, counseling, disciplining and completing employee
performance evaluations.

Collaborates with immediate supervisor to obtains instructions regarding work
assignments, assigns staff to projects and determines optimum methods of projects
completion.

Prioritizes and assigns work orders to crews according to available resources and time.
Instructs and trains personnel on the proper, efficient, and safe usage of equipment, check

assigned equipment regularly for operational safety and ensure proper maintenance.

Completes and maintains various records and reports including human resource related
documentation, accident reports and others as necessary.

Inspects work sites for proper completion of assigned work.
Ensures set up of safe work zone and ensures that personnel perform duties in compliance

with safety policies and procedures, including OSHA safety regulations.

Operates and trains in the operation of one or more types of motorized heavy equipment
used to haul dirt, debris, refuse and other materials such as recycling materials, and/or to
construct or maintain landfill sites, i.e.: bulldozers, compactors, front end loaders,
graders, motorized pans, farm tractors, track backhoe.

Assists with coordination of traffic flow to and from the landfill site.
Ensure proper operation and maintenance of candle flare and methane gas wells.
Assists with minor maintenance and related care of equipment used in landfill operation.
Responsible for completion of erosion control records required by state permits.
Responsible for all grading and seeding of all filled areas.

Field Supervisor-Exempt Grade: 70 Range: $47,486 - $86,544

ADDITIONAL JOB FUNCTIONS

Polices landfill area, picking up and disposing of loose debris.
Keeps ditches free of debris.
Prepares dump sites for asbestos and other hazardous loads or those requiring special

handling.

Performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE

High school diploma or GED required, 1 to 2 years of experience in operation of heavy
equipment and mechanical maintenance work, with specific knowledge and
understanding of landfill operations; or any equivalent combination of training and
experience which provides the required skill, knowledge, and abilities.

MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machinery and
equipment, including garbage compactors, loaders, pans, bulldozers, etc. and a variety of hand
tools. Requires the ability to exert up to 20 pounds of force occasionally and/or up to 10 pounds
of force frequently, and/or a negligible amount of force constantly to move objects. Requires the
ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching
and/or stretching arm, legs, or other parts of the body and to physically maneuver over and/or
upon varying terrain, surfaces, or physical structures. Physical requirements are for heavy work.

Data Conception: Requires the ability to compare and/or judge the readily observable,
functional, structural, or compositional characteristics (whether similar to or divergent from
obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or
exchange information. This includes receiving instructions, assignments or directions from
superiors.

Language Ability: Requires the ability to read a variety of correspondence, maintenance
reports, invoices, manuals, etc. Requires the ability to prepare a variety of correspondence,
reports, forms, etc. using prescribed formats and conforming to the rule of punctuation, grammar,
diction, and style. Requires the ability to speak to people with poise, voice control, and
confidence.

Intelligence: Requires the ability to apply principals of logical or scientific thinking to define
problems, deal with several abstract and concrete variables.

Field Supervisor-Exempt Grade: 70 Range: $47,486 - $86,544

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures,
to follow oral and written instructions. Must be able to communicate effectively and efficiently
in standard English.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract,
multiply and divide.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately
using heavy equipment and vehicles.

Manual Dexterity: Requires the ability to handle a variety of items such as keyboards, control
knobs, toggle switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of colors.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and
receiving instructions. Must be adaptable to performing under stress and when confronted an
emergency.

Physical Communications: Requires the ability to talk and hear: (Talking: expressing or
exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.)
Requires the ability to communicate via two-way radio.

KNOWLEDGE, SKILLS AND ABILITIES

Some knowledge of the operation and maintenance of heavy motorized equipment.
Some knowledge of the occupational hazards and the proper safety precautions involved

in operating heavy motorized equipment.

Ability to use and operate various motorized heavy equipment.
Ability to perform minor maintenance on heavy motorized equipment.
Ability to follow oral instructions.
Ability to work effectively in an unpleasant working environment.
Ability to exercise tact and courtesy in contact with landfill patrons and the general

public.

Ability to establish and maintain effective working relationships as necessitated by work
assignments.
