WAYNE COUNTY JOB DESCRIPTION for
HUMAN RESOURCES DEPARTMENT

GENERAL WORK FUNCTIONS
Under limited supervision, performs supervisory, administrative, and semi-skilled work in the enforcement
of ordinances and statutes related to the control of animals. Work involves directing a staff in charge of
capturing, confining, and exterminating stray, diseased, and bothersome animals; establishing Department
policies and procedures; maintaining records pertaining to collection of animals and bothersome animal
activity; and enforcing animal ordinances along with humane caring of animals in house. Employee is
responsible for answering phone calls from the public, on capturing and confining unwanted animals;
exterminating unclaimed or diseased animals; and preparing associated reports and records. Work also
involves organizing rabies clinics, assisting in preparing a budget with the director. Employee is also
responsible for pursuing citations against those in violation of animal control ordinances, including assisting
in criminal prosecution. Employee is subject to the usual hazards of animal control work. Reports to the
Animal Services Director.

SPECIFIC DUTIES AND RESPONSIBILITIES
Assigns, directs and supervises activities of animal control staff, ensuring adherence to established

policies, procedures and standards; assists and advises subordinates, as necessary, resolving
problems as non-routine situations arise.

Administers or makes recommendations for routine personnel matters affecting subordinates,
including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraising
and disciplining, etc., submitting such records and reports as required by Animal Services Director.

Develops department budget proposals and administers appropriated funds, including overseeing
maintenance of accounting records and approving expenditures with the department director.

Answering telephone and receives inquiries regarding animal-related complaints forms and
dispatches animal control officers, as appropriate; provides information based on considerable
knowledge of department programs and activities, or refers callers to appropriate personnel, as
necessary; routes messages for department personal, as necessary.

Packages rabies specimens and prepares forms for submission to the state laboratory.
Establishes and maintains a variety of tangible records and files, filing and retrieving information as

requested or otherwise necessary.

Responds to requests for service, capturing and confining, and/or terminating stray, diseased and
bothersome animals, including domestic and wild animals, livestock and fowl; transports animal
carcasses to landfill.

Patrols the county picking up animals running loose in violation of state and county laws; uses traps
and/or firearms equipped to subdue animals, as necessary.

Impounds animals and places them within the animal shelter according to size, sex, needs, and
circumstances involved in pick-up.

Investigates animal bite cases; ensures that confinement of such animals is proper and complete
according to the law. Coordinates and publicizes annual countywide rabies vaccination clinics.

Maintains animal control facilities to include cleaning and disinfecting the animal shelter, washing
county vehicles. Maintains inventory of supplies.

Completes impoundment forms for animals brought in by the public.
Investigates cases of cruelty to animals; prepares offense and progress reports; appears in court and

testifies. Issues citations or warnings for violations and testifies in court

Animal Control Supervisor Grade: 65

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of common behavior, illness, diseases and identification of various
animals and breeds.

Considerable knowledge of laws and ordinances related to animal control, including
humane animal collection, care and disposal methods.

Considerable knowledge of the geographic layout of Wayne County. Considerable
knowledge of safety practices concerning the handling of animals.

General knowledge of the principles and practices of supervision, organization and
administration. Ability to use equipment for capturing and destroying animals.

Ability to supervise the work of others.
Ability to prepare and maintain records concerning daily activities.
Ability to exercise tact and courtesy in explaining and enforcing state laws and local

ordinances pertaining to animal control.

Ability to exercise initiative and independent judgment in applying laws and ordinances
to work situations. Ability to understand and follow oral and written instructions.

Ability to communicate effectively orally and in writing.
Ability to use the physical strength and agility needed to perform assigned tasks. Ability

to maintain readiness to work on a 24-hour, call-in basis.

Ability to exercise tact, courtesy and firmness in frequent contact with animal owners and
the general public. Ability to establish and maintain effective working relationships as
necessitated by work assignments.

ADDITIONAL JOB FUNCTIONS
Performs other related work as required.

MINIMUM TRAINING AND EXPERIENCE
Minimum:

  • Must possess valid North Carolina Driver’s License.
High School Diploma or GED required
Any equivalent combination of training and experiences, which provides the required knowledge,

skills, and abilities.
Preferred:

Associated Degree in Business
Workers’ Compensation experience

  • Must possess Valid Driver’s License
Special Requirement:

Must be ECT (Euthanasia Certified Technician) certified within 1 year of hire date.

MINIMUM STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of machines and equipment, including
computers, typewriters, two-way radios, hand tools, animal traps, firearms, handcuffs, etc. Must be physically able
to operate a motor vehicle. Must be able to exert up to 100 pounds of force occasionally, up to 50 pounds of force
frequently, and/or up to 25 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move
objects. Physical demands are those for Heavy Work. Work involves walking, standing and running, and may
involve physical confrontations.
Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural, or
composite characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Animal Control Supervisor Grade: 65

Interpersonal Communications: Requires the ability to speak and/or signal people to convey or exchange
information. Includes giving instructions, assignments and/or directions to subordinates and assistants.
Language Ability: Requires the ability to read a variety of records and forms. Requires the ability to prepare a
variety of reports, forms and correspondence using prescribed formats. Requires the ability to speak before groups
of people with poise, voice control and confidence
Intelligence: Requires the ability to apply principles of logical or scientific thinking to a wide range of intellectual
and practical problems; to deal with nonverbal symbolism in its most difficult phases; to deal with a variety of
abstract and concrete variables; to comprehend the most abstruse classes of concepts.
Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and
written instructions. Must be able to communicate effectively and efficiently in Standard English.
Numerical Aptitude: Requires the ability to utilize mathematical formulas. Must be able to add, subtract, multiply
and divide; calculate decimals and percentages.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using weapons.
Must be able to operate a motor vehicle.
Manual Dexterity: Requires the ability to handle a variety of items, such as control knobs, switches, weapons, etc.
Must have minimal levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions.
Must be adaptable to performing under stress when confronted with emergency situations.
Physical Communication: Requires the ability to talk and/or hear: (talking - expressing or exchanging ideas by
means of spoken words; hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone
and two-way radio.
