Job Description

Marketing Statement

If you are interested in working on a team, in a dynamic and ambiguous environment, where complex obstacles are embraced (and resolved) on a frequent basis, consider joining the Railcar Vehicle Engineering team at the Washington Metropolitan Area Transit Authority (METRO). You will be responsible for continuing to build a culture where team members are empowered to think independently, use their judgement to make sound decisions, while holding each other accountable to complete tasks/projects, with short turnaround times, many of which require working after hours and on weekends. We are searching for a leader with a positive mindset, who proactively takes on challenges and has experience effectively communicating with various personality types, from direct reports to Senior Management.

You will contribute day & night to the building of a technologically advanced, world class transportation system, within the Nation’s capital. The ideal candidate must have experience managing teams, providing project oversight, and coordinating various aspects of railcar manufacturing, procurement, testing & maintenance activities. Strong leadership skills, along with the ability to speak/write fluently on technical subjects and to listen empathetically are required. This candidate must also have practical knowledge of engineering management, engineering design principles, data analysis, report generation, comprehension of various types of engineering/technical/ contractual/procurement documentation.

Minimum Qualifications

Education

  • Bachelor’s Degree in Engineering or related field
    • In lieu of a Bachelor’s degree, a High School Diploma or GED, with four (4) years’ experience in Engineering Design, manufacturing, maintenance operations and/or testing

OR

  • Associate’s Degree/Certificate in Engineering or related field and two (2) years’ experience in engineering design, manufacturing, maintenance, operations and/or testing

Experience

  • Minimum of ten (10) years of experience in Engineering Design, Manufacturing, Maintenance, Operations, and/or testing (preferably in the Transit Industry), including four (4) years’ experience in an administrative, supervisor of engineering programs, technical management or systems integration or senior engineering role

Certification/Licensure

  • N/A

Preferred

  • Transit industry engineering experience

Job Summary

The Assistant Manager, Rail Car Maintenance (CMNT) Engineering, is responsible for the development, implementation and management of a comprehensive maintenance engineering program for the Department of CENV and for coordinating associated technical and administrative activities of the program.

ESSENTIAL FUNCTIONS

  • Leads and manages the personnel and activities of the Railcar Engineering Section. Plans, coordinates and reviews the work plan for assigned staff, assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.
  • Provides counsel and guidance to and renders performance appraisal evaluation on section personnel. Initiates personnel actions, such as promotions, demotions, disciplinary actions and grievance proceedings.
  • Reviews the performance of Railcar subsystems, work equivalent subsystems, and components of rail-car, such as Heating, Ventilation, and air conditioning (HVAC), doors, and friction brakes, to determine causes of problems that develop during the day-to-day operations of rail vehicles and work equipment.
  • Evaluates, develops and manages a vehicle engineering, preventative maintenance program for the Department of Vehicle Program Services (CENV), including configuration control, maintenance program, procedures and schedule development, manual and drawing control, modification control, failure and trend analysis, specification control and maintainability engineering.
  • Develops/revises troubleshooting, testing and maintenance overhaul procedures and programs on railcar sub-systems, to assist mechanics/technicians with the identification of the root causes of faults.
  • Develops design improvements, to increase reliability and efficiency of the Railcar subsystems and support equipment, and participates in the development and revision of transit vehicle testing, maintenance, overhaul procedures and programs.
  • Assures the implementation of published maintenance programs, procedures and schedules, based on proven and acceptable maintenance techniques used by the rail transit industry.
  • Researches and prepares reports and recommendations concerning repetitive or unusual issues related to railcar subsystems. Provides engineering and technical support to senior staff, project managers, Department of Safety & Environmental Management (SAFE) and operations, as needed.
  • Assists the Office of General Counsel (COUN), and the Office of Procurement and Materials (PRMT) with technical advice pertaining to the purchase of Washington Metropolitan Area Transit Authority (WMATA) vehicles and work equipment.

Investigates unusual equipment failures, supervises troubleshooting and testing to determine the cause for such failures, and ensures recommendations are implemented
