Job Description

The Office of Infrastructure at the Washington Metropolitan Area Transit Authority (Metro) is seeking candidates for the role of Senior Vice President, Facilities Engineering, Maintenance & Capital Delivery. The Office of Infrastructure inspects, maintains, and rehabilitates all fixed assets throughout the Authority, and delivers Metro's capital investments to keep these assets in a state of good repair. The Senior Vice President, Facilities leads an organization of 1,600 staff responsible for the state of good repair and capital improvements of Metro stations, rail yards, bus garages, parking facilities, bus shelters, vertical transportation, and the related mechanical systems, protection systems, and equipment. This unique senior leadership opportunity plays a critical role in ensuring safe, clean, and efficient operations for Metro customers and employees system wide.

Successful candidates will demonstrate previous experience in leading large teams, developing strong relationships with senior leaders and their teams, solving organizational and engineering challenges, promoting collaboration, establishing a culture of safety, and delivering solutions that meet our customers’ needs.

MINIMUM QUALIFICATIONS

Education

  • Bachelor’s Degree in Public Administration, Engineering, Business Administration, or a related field.

o In lieu of a bachelor’s degree, a high school diploma or GED and four (4) years of maintenance management experience in a large transit organization

Experience

  • A minimum of twelve (12) years of maintenance management experience in a large transit organization.
  • Demonstrated experience in strategically planning and implementing maintenance programs for facility and infrastructure inspection, maintenance and repair

  • In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Summary

The SVP, Facilities Engineering, Maintenance & Capital Delivery is a senior level management position responsible for the overall management and direction of programs to maintain system-wide facilities and infrastructure assets in a state of good repair. The incumbent oversees the effective leadership, administration, financial stewardship, customer service, planning, performance, and training/development of employees in the offices of Plant Maintenance, Systems Maintenance, Elevators/Escalators, Mechanical Engineering and Architecture. In addition, the incumbent plans, directs, oversees, and coordinates an effective, well-integrated, and comprehensive engineering, systems, and network program pertaining to mechanical and facility’s protection systems and equipment.

The incumbent is also responsible for planning, directing, overseeing, coordinating, controlling, and organizing all architectural design and facility planning for the Authority. Also, enhancing the safety vision, communicates safety expectations and maintains accountability for the group’s safety performance, developing and implementing policies, procedures, and programs to ensure cost effective and efficient management of these engineering and maintenance offices, ensuring that maintenance programs are designed to meet established department and WMATA goals and to provide safe, clean, and reliable transit services. Also responsible for the coordination and manning of the Severe Weather Command Center for Facilities Services. This command center is responsible for the coordination of all weather-related activities that require contracted and in- house personnel to address weather related issues for stations, parking lots, and buildings/infrastructure (Bus/Rail). Also, the incumbent monitors key performance measures to ensure effective implementation of programs.

Essential Functions

  • Provides overall management, direction, coordination and monitoring of maintenance actions for system-wide facilities and infrastructure assets; promulgates and enforces safety regulations.
  • Ensures priority is given to establishing and implementing management plans and procedures pertinent to identifying and resolving deficiencies associated with fire/life safety issues and immediate hazards to personnel and property.
  • Oversees the architectural design for Authority’s new construction, renovation, and rehabilitation projects. And the implementation of Authority’s Architectural Standards and Design Criteria, including signage, arts in transit and facilities planning.
  • Oversees the planning, implementation and maintenance of an advance alarm protection and detections systems, including, Fire and intrusion, gas detection, smoke systems.
  • Oversees the development, revision, and implementation of engineering policies, procedures, and standards and ensures policies, procedures and standards complynwith legal, safety and other requirements.
  • Provides overall management, direction, coordination and monitoring of engineering and maintenance actions for system-wide facilities and infrastructure assets; promulgates and enforces safety regulations.
  • Identifies, formulates, and recommends budgetary requirements (operations and capital budgets), including personnel and materials to ensure sufficient resources to provide safe and reliable transit services.
  • Ensures that communications between operating, maintenance and support areas result in the most efficient and safe preventative and corrective maintenance programs.
  • Directs the development of strategic contingency plans, coordinates implementation of emergency response procedures and ensures personnel are properly trained. Initializing and manning the Emergency Command Center when needed.
  • Advises the Chief Infrastructure Officer on matters that may have an adverse impact on operations and formulates suitable recommendations for responding to unique situations and problems that arise.
  • Ensures properly trained maintenance personnel are available in order to provide high- quality and reliable services for customers and employees. Directs the development and implementation of effective training programs.
  • Stays abreast of the latest developments in the maintenance field, evaluates findings that may be beneficial to WMATA and directs implementation as appropriate. Demonstrates commitment to (external and internal) customer service improvements.
