Position Summary

We provide our utility clients with a wide range of energy-saving and renewable energy solutions. From individual utility customers and construction contractors, to utilities, municipalities, and government bodies, our clients have come to depend on our customized energy efficiency programs to help them to meet their energy saving goals.

The Quality Assurance Manager is primarily responsible to develop and document the process associated with a wide variety of common administrative tasks associated with our income qualified programs. These tasks include rebate processing, SOC compliance, and reporting requirements. The position is also responsible for establishing, execution, and reporting of all proactive quality assurance processes associated with the Illinois programs which Walker-Miller operates. You will also be working with others who are passionate about energy efficiency and making a positive impact on the industry.

The Quality Assurance Manager maintains primary responsibility for oversight of the quality objectives of field operations.

Essential Responsibilities:

  • Schedule and coordinate on-site inspections on a minimum of 20% of the previous month's completed projects to verify work completed meet clients and corporate expectations/set quality standards.
  • The number of jobs completed monthly by Housewarming Vendor can vary from 40-200 with a median number of 110 monthly.
  • Inspections should be performed at regular intervals so that any discovered issues can be reported to Housewarming Vendor for prompt resolution after Housewarming Vendor's initial job completion.
  • Inspections performed on completed work will include verifying that all necessary equipment, appliance, or structural repairs and/or modifications have been made based on Housewarming supplied invoice; all necessary equipment and appliance tune up procedures have been followed, and that all materials charged to the job are present, accounted for and properly installed in accordance with the Ohio Weatherization Program Standards
  • Inspections will follow comprehensive safety inspection protocols in accordance with the Weatherization Program Standards (WPS), including inspection of the natural gas appliances and the natural gas piping system from the meter to the appliance.
  • Findings of any deficiencies and recommendations for remediation shall be explained in Final Inspection Report and forwarded electronically to Purchaser and Housewarming Vendor as soon as possible or within 24 hours of completion of inspection, so that Housewarming Vendor can resolve any deficiencies found during inspection.
  • Maintain primary oversight of Quality Assurance and Process Improvement.
  • Develop quality operations and procedures to be maintained within the operations manual.
  • Develop, document and manage workflow/processes to support operations, notably the workflow associated with the tracking system. Assist with regular training for new staff, and regularly scheduled follow up training with all users to ensure consistency and understanding.
  • Oversight for weekly and monthly batching and invoicing including QC review.
  • Go-to person for collecting and trouble-shooting process failures with IT and IM issues. Work with the program teams to identify opportunities for process improvement that would improve customer/client satisfaction.
  • Assist with development of tools that can cross programs working with IT/IM (such as the use of tablets across programs), trade ally and customer outreach teams, data entry, invoicing and customer service. Coordinate with the appropriate support group.
  • Compliance and QC checks on key issues within the operations manual and KPI's including, but not limited to: safety reporting, ongoing auditing of records, and review of customer log.
  • Conduct regular weekly checks on all KPIs and provide Program Manager updates to ensure the program is staying in compliance with the contract.
  • Ensure all documentation on SOWs, Cost Allocation Agreements, KPIs, etc. are up to date and readily available.

Basic Qualification

  • Minimum of 5 years of experience in a supervisory position.
  • Previous experience/knowledge with energy efficiency programs is a plus.
  • Previous experience with process development and implementation is preferred

Licenses & Certifications

  • Home Energy Professional (HEP) Energy Auditor and Quality Control Inspector Certifications are required.
  • Valid driver's license and reliable transportation is required.
  • Experience with Lean quality tools and/or Six Sigma is preferred.

Travel Requirements

  • Willingness to travel locally up to 50-75% of the time, including some overnight travel.

Physical Demands

  • Required to sit, stand, walk; talk and hear; and ability to touch and handle tools and/or controls.
  • Ability to lift up to 10 pounds.
  • Noise level is typically moderate.
  • Employee could be exposed to fumes and/or airborne particles and risk of potential shock.
