Veterans Health Administration is Hiring an Administrative Officer Near Buffalo, NY

The Western New York Healthcare System is currently recruiting for one Administrative Officer GS-9 for the Buffalo location within their Nursing Service. The Administrative Officer provides technical and administrative support services to the Associate Director Patient Nursing (ADPNS) and Sterile Processing Services. The incumbent reports directly to the ADPNS and ensures the service is in compliance with the Medical Centers Plan for Patient Care.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2024.


Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in an administrative support role as a Program Support Assistant, Administrative Assistant, secretary or typical admin support role in an office, or hospital setting providing administrative support to individuals in leadership positions. Knowledge of performing analysis and interpretation of data used in resource planning. Ability in making recommendations to ADPNS regarding service policies and procedures. Extensive knowledge of reviewing financial reports to assure accuracy and compliance, analyzes strategic planning impacts regarding budgetary and fiscal data. Experience in providing ongoing training and assistance to new and incumbent personnel regarding office policies and procedures. Experience in assisting with developing, evaluating, and modifying organizational structure. Extensive Knowledge of computer systems and time-keeping. Ability to communicate oral and written with a wide variety of backgrounds and roles. Knowledge of equipment and supply ordering.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required such as moving office supplies from point of delivery to point of service

Responsibilities:

Major Duties
Program Coordination and Administration

Determines the need for and maintains an awareness of availableresources, and makes recommendations to the ADPNS regarding the distribution or redistribution of resources. Performs analysis and interpretation of data used in resources planning. Makes recommendations to the ADPNS regarding service policies and procedures. Prepares in the initiation revision of administrative policies in the nursing/SPS sections. Incumbent fully participates in performing long-range planning for all resources. Participates in the planning process for Nursing and SPS Services. Administers quality and productivity programs for the service and sections. Reports on areas of improvement and recommends improvement plans. Develops, formulates, and provide essential data for the plan for patient care and SPS reports and prepares minutes. Leads patient care related committees, activities, and focus groups. Leads process and improvement teams related to nursing system re-design. The incumbent recommends program process improvements to the ADPNS to maximize productivity. Ensures compliance with improvement plans for performance measures, patient and employee satisfaction levels, and managers processes to improve those identified areas where action plans and interventions are needed. Prepares, updates, tacks and trends all reports for compliance with nursing indicators, EPRP nursing reports items and participation in the updating of performance improvement plans. Generates required reports with analysis for the ADPNS. Incumbent is responsible for initial development, monitoring and reporting on internal controls taken to eliminate or reduce the possibility of fraud, waste and abuse. This involves following up n weaknesses identified in current vulnerability assessments. Conducts administrative follow-up and responses to queries from VAWNY Stakeholders. Troubleshoots and provides follow-up activities for issues and pursue requests form the ADPNS. Provides for full administrative of reporting, evaluation, and requirements associated with the Accreditation of the organization. Maintains the Hospital Accreditation program input for those areas related to nursing and SS. Follows established procedures to meet accreditation standards. Prepares and participates in maintaining documents, creating schedules and coordinating surveyors scheduled for nursing reviews such as the Joint Commission, OSHA, affiliated nursing academic programs, and other accreditation and inspection agencies. Performs follow-ups regarding findings related to these inspections. Ensures compliance with improvement plans for accreditation activities and manages processes to improve those identified areas where action plans and interventions are needed. Monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility related to instrument/equipment management. Reviews financial reports to assure accuracy and compliance. Prepares and assemble charts, data, reports, narrative and statistical materials that are provided for justification for the budget. Reviews and analyzes strategic planning impacts regarding budgetary and fiscal data. Assists in administering programs concerning such matters as space, equipment, furniture, interior design program, and service contract programs such as specialty bed rentals, agency contracts, student/interns and temporary appointment renewals. Assists and informs the ADPNS on work load projections within Service programs. Perform administrative functions for the service in personnel management areas including: accuracy of organizational charts and mail groups, classification actions, staffing actions, basic employee relations, assisting with the performance appraisal process employee awards, pay/leave administration, training, travel, EEO programs. workers compensation, and performing necessary research related to human resources management issues. Assists with developing, evaluating, and modifying organizational structure and systems to achieve program goals. Provides ongoing training and assistance to new incumbent personnel regarding office policies and procedures. Assures all personnel have been instructed in and follow operational, safety, personnel, and conduct requirements.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
