US Veterans Health Administration is Hiring a Supervisor Social Worker (Non-Institutional Care Programs) Near Richmond, VA

Duties

Position provides both administrative oversight of numerous NIC programs as well as supervision of the social workers assigned to these programs, including but not limited to: Contract Nursing Home (CNH), Homemaker Home Health Aide (H/HHA), Medical Foster Home (MFH), Adult Day Healthcare (ADHC), Program of All-inclusive Care for the Elderly (PACE), Contract Residential Care (CRC), Veteran-Directed Care, In home Respite, and others. Is administratively responsible for the programming and operations of the NIC programs, develops policies and procedures for program operations, and prepares reports and statistics for facility, VISN, and national use. Provides leadership, direction, orientation, coaching, in-service training, staff development, and continuing education programs for assigned staff. Initiates and conducts program or service audits and completes designated clinical practice audits and reports, including productivity. Oversees program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement, and evaluating efficacy of improvement efforts.
As the supervisor, assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the social work staff of the assigned programs. Will assure the social workers whom he/she supervises is aware of and adhere to all current directives of VHA, State licensure standards, and VA-OIG expectations. Supervises staff in many areas of the health care system, thus the incumbent must be familiar with The Joint Commission's Standards, Hospital Standards, Nursing Home Standards, and Home Care Standards. Will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. Will participate in program evaluation, quality assurance, and customer satisfaction activities and develop performance improvement plans to improve measures and outcomes. The incumbent will also provide direct clinical services.
Work Schedule: Monday-Friday, 8am - 4:30pm, with rotational on-call duties weekends and outside of normal business hours.

Qualifications

Basic Requirements:
United States Citizenship: Must be a United States Citizens
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.
Experience. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services by supervised social workers.
Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
Ability to provide staff training and development.

Education

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Additional information

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
