Duties

Location of position: GSA, Office of the Strategic Communication. Selectees will be expected to report to a GSA Regional Office/Central Office location listed below. The location of this position will be determined upon selection.

As an IT Specialist (Internet), you will provide timely and proactive assistance with the implementation and maintenance of the agency’s primary internet and intranet websites; ensuring content is published without technical issues and performing quality assurance activities. Typical duties of the position are as follows:

GS-07 Duties:

  • Under close supervision and assistance as required, analyzing the issues in the assignment, then selecting and applying accepted IT analytical techniques to determine the most effective IT practices and methodology needed to meet customer requirements.
  • Uses basic IT analytical techniques to research work methods and procedures to perform successive steps to perform limited, conventional IT work/projects, including the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Assist higher level specialists in preparing briefings to management and/or senior staff employee(s) on study findings.

GS-09 Duties:

  • Performs a variety of routine and recurring assignments, such as reviewing customer IT usage to identify and clarify current and anticipated data requirements for routine, well-defined projects and participate in the development of technical specifications or business requirements surrounding IT needs.
  • Identifying and resolving issues and problems, such as those relating to network configuration, systems services, or other IT matters.
  • Assisting with competitively procuring varied conventional IT services and facilities, monitoring and evaluating contractor performance, resolving routine problems independently.

GS-11 Duties:

  • Provides assistance with the implementation and maintenance of the agency’s primary internet and intranet websites; evaluating, editing, and coding HTML and javascript code to build and maintain public and internal web pages for GSA services, staff offices and regions.
  • Provides technical support to customers who need assistance utilizing client-level hardware and software.
  • Serve as a technical specialist on the web and electronic product development and dissemination process. Assists with the administration of the content management system, and enforcement of the information architecture standards for OSC managed websites.
  • Ensures that content updates comply with Section 508 Accessibility and W3C standards, agency formatting guidelines and branding guidelines, and display correctly in all browsers and mobile devices commonly used by site visitors.
  • Provides technical advice on the advantages/disadvantages of various HTML formats and suggesting those that will best meet the organizational objectives.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the duty location. Positions include routine telework work arrangements that are geographically specific to the location described below.

EDUCATION SUBSTITUTIONS: 1 full year of graduate level education or superior academic achievement. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

The GS-09 salary range starts at $59,966.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service.

EDUCATION SUBSTITUTIONS: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such degree or a LLB or J.D. Degree must be in computer science, engineering, information science, information systems
management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or
networks.

The GS-11 salary range starts at $72,553.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

  • Knowledge of information technology (IT) principles, methods, industry standards and practices to perform routine and recurring assignments in the network services and customer support concepts and methods.
  • Knowledge of IT equipment (such as network architecture and infrastructure) and their applications, protocols and procedures to assist in the development, configuration, installation and/or management of local and wide area networks and to provide basic user training.
  • Knowledge of technical documentation methods and procedures to review and refine customer specifications for technical IT products and services.

GS-11

  • Knowledge of markup languages (HTML, DHTML, XML, XHTML, etc.), scripting languages (Javascript, AJAX, ActionScript, etc.), web services, and cascading style sheets (CSS) used to develop usable, dynamic, and interactive web content; control
    layout, text styles, and overall presentation; and improve accessibility.
  • Skill in articulating ideas, recommendations, and findings as well as explaining technical and non-technical data based on analysis and evaluation.
  • Ability to research and conduct probing analyses, in order to determine the nature and scope of operational problems pertaining to a variety of digital content management and publishing activities.
  • Skill in using a Drupal-based Content Management System (CMS) and supporting tools to manage content, site structure and other critical elements of external and intranet on behalf of customer organizations.
  • Skill in troubleshooting activities, identifying the root cause of the issue (system or coding); escalation of system issues to other members of the team; and correction of coding issues.

  • Best Qualified = Candidates scoring between 95 - 100
