US Naval Sea Systems Command is Hiring a GENERAL ATTORNEY Near Washington, DC

Duties

  • You will provide clients with the full range of legal services assigned to the Department of the Navy Office of the General Counsel including acquisition, civilian personnel, labor, and associated litigation in various forums.
  • You will provide legal advice on all acquisition law matters to include milestone decisions for major defense systems, matters of congressional or secretarial interest, legislation, source selections, bid protests, and industry inquiries.
  • You will defend procurement decisions that are protested at the Government Accountability Office (GAO) and elsewhere.
  • You will coordinate closely with other acquisition attorneys and frequently work with attorneys in offices throughout the Department of the Navy.
  • You will manage an extensive and challenging portfolio of programs critical to the future of the Department.
  • You will counsel clients on the full range of government acquisition, including acquisition planning.
  • You also will address questions of fiscal law and interpret legislation, regulations, and policy guidance.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

This position has a full performance level of NH-IV (equivalent to GS-15 pay) under the Acquisition Demonstration (AcqDemo) Pay System and will be filled at the GS-11, GS-12, GS-13, GS-14 or NH-IV level, depending on the qualifications of the successful applicant.
To be eligible for selection at the GS-11 level, the applicant must have at least one year of professional legal experience, or be a recent law school graduate with superior law student work or activities as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal; or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif.
To be eligible for selection at the GS-12 level, the applicant must have two years of professional legal experience at the GS-11 (or equivalent) level or be a current GS-12 (or equivalent) attorney within the federal government. Note for GS-11 and GS-12 positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience.
To be eligible for selection as an attorney at the GS-13 level, the applicant must have in excess of two years of recent professional legal experience.
To be eligible for selection at the GS-14 level, the applicant must have at least three and a half years of recent, and relevant professional legal experience.
To be eligible for selection at the NH-IV pay level (equivalent to GS-15), the applicant must have at least five and a half years of recent, and relevant professional legal experience.

How You Will Be Evaluated

Experience before GAO, the Armed Services Board of Contract Appeals, or federal courts is desirable, as is experience handling acquisition law and fiscal law issues related to major systems acquisition. Applicants with a record of making significant contributions to the advancement of DON OGC or equivalent Office of General Counsel or law firm/office beyond the day-to-day legal practice are desired.
