US Naval Sea Systems Command is Hiring an EQUAL EMPLOYMENT SPEC Near Washington, DC

Duties

  • This position is located in the Department of the Navy, Navy Sea Systems (NAVSEA) Command, Headquarters (HQ), Equal Employment Opportunity, Diversity and Inclusion (EDI) Division.
  • You will perform a wide range of difficult and complex assignments requiring the interpretation and application of EEO laws, regulations, principles, concepts, techniques and guideline for all EEO functions within the NAVSEA HQ EDI Office.
  • You will perform the full range of EEO functions planning, preparing, developing, implementing, and monitoring all program areas as well as monitor complaint case activity and assists EEO staff with complex case matters.
  • You will administer the EEO informal and formal complaint process, ensuring the workforce is cognizant of procedures for filing discrimination complaints.
  • You will recommend policy and guidance for command equal employment opportunity program functional assignments; assist in the development and implementation of EEO training for employee orientation, special awareness programs and management training.
  • You will accept and dismiss formal complaints of discrimination in accordance with regulations.
  • You will also work closely with Equal Employment Opportunity key stakeholders, supervisors, and Administrative Judges, IRD investigators in preparation for and conduct of EEOC hearings and agency investigations.
  • You will monitor the proper and timely investigation of EEO complaints and provide logistical support such as locating, assembling and organizing appropriate documentation in response to investigations and hearings resulting from formal complaints.
  • You will prepare recurring and special reports on complaint status and outcome of attempted adjustments.
  • You will identify barriers and challenges to the program and develop recommendations to the Command leadership and recommend policy changes and practices that are barriers to EEO program.
  • You will recommend program objectives and implement innovative programs to achieve a harmonious, diverse and balanced environment throughout the NAVSEA Command workforce.
  • You will identify systemic problems and prepare specific policy guidelines to treat the causes of the problems.
  • You will interpret the Federal EEO laws, policies and regulations, and develop implementing instructions for command level programs.
  • You will assist with completing annual program evaluation and barrier analysis to ensure achievement of the goals and objectives of the MD 715 and other departmental requirements for the assigned programs.
  • You will provide training to the workforce relevant to the EEO program policies and procedures.
  • You will maintain automated databases and systems to meet the needs of the activity, prepare EEO reports, research, evaluate, analyze and advise on programs and organizational information based on analysis of data.
  • You will process Reasonable Accommodation (RA) requests and manage the interactive process while tracking the denial and approval through closure. Prepare documentation for review and approval of supervisors and facilitate advisory team meetings.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-02 (GS-11 equivalent) in the federal service or equivalent experience in the private or public sector with counseling, case filings (informal and formal), case management, or implementation of Equal Employment Opportunity (EEO) and Reasonable Accommodation (RA) programs to ensure legal compliance with applicable laws and regulations for program implementation and operation.
