Duties

As the Deputy Manager, Kansas City Field Office, you will have the following duties:

  • In collaboration with the Manager, provides overall executive management of the Kansas City Field Office federal staff in executing their assigned roles, responsibilities, authorities, and accountabilities. Leads key initiatives for the federal office growth and development, and collaborates with other federal partners to manage change.
  • Provides program execution support and directs the development of site-specific plans. Oversees the plant management and operations of NNSA infrastructure and facilities, directs the plant to prepare site-specific plans, and participates as the federal representative in the development of the facilities and infrastructure recapitalization program.
  • In collaboration with the Manager, administers and oversees the performance of the KCNSC M&O contract at the Field Office.
  • In collaboration with the Manager, oversees implementation of environmental, safety, and health programs at the plant/sites. Serves as NNSA lead for environmental permitting at the site and ensures that the M&O contractor meets the requirements for assigned facilities/locations for appropriate environmental planning, compliance, monitoring, and permitting activities.
  • In collaboration with the Manager, oversees and approves as required by DOE orders/delegated authorities the M&O's plans required to manage and implement the Safeguards and Security Program at the site.
  • In collaboration with the Manager, directs Emergency Management and Response for the Field Office.
  • In collaboration with the Manager, utilizes NNSA finance and accounting programs to ensure the use of proper oversight and controls at the both the Field Office and within the M&O.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program certified by OPM, executive qualifications must be approved by OPM before the appointment can be effected. If you are selected, you will be responsible for working with a DOE Executive Consultant to finalize your ECQ narrative for OPM submission.
HOMELAND SECURITY PRESIDENTIAL DIRECTIVE (HSPD-12): A selectee's appointment is contingent upon compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity. May be required to pass a pre-employment drug test, random testing after appointment.

PUBLIC FINANCIAL DISCLOSURE REPORT (OGE 278): If you are selected for this position, will be required to file this report prior to entry on duty in accordance with the Ethics of Government Act of 1978.
PROBATIONARY PERIOD: An individual's initial SES career appointment becomes final only after the individual successfully completes a one-year probationary period.
SECURITY CLEARANCE: Must be able to obtain and maintain a DOE Q security clearance and Sensitive Compartmented Information (SCI) access.
DRUG TESTING: Subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed.

Qualifications

YOU MUST UPLOAD YOUR RESPONSES TO THE EXECUTIVE CORE QUALIFICATIONS (ECQs) AND MANDATORY TECHNICAL QUALIFICATIONS (MTQs).
To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates the ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating the ability to manage people and resources.
Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience, or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Do not enter "Refer to Resume" to explain your answer. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities.
Applicants currently serving under a career Senior Executive Service (SES) appointment; eligible for reinstatement into the SES; or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs; but MUST address all MTQs. Failure by a non-Senior Executive Service member to upload a narrative statement addressing each of the ECQs and MTQs will result in loss of consideration.
Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.
There are five ECQs:
ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically.
ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

Mandatory Technical Qualifications (MTQs): A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
  • MTQ 1: Describe your experience or ability to provide leadership, direction, and oversight for a complex organization in the areas of national security, work for other government agencies, program/project management, quality assurance, facilities engineering, emergency response, environmental management, environment, safety and health and technical security programs; to include large nuclear and hazardous non-nuclear manufacturing facilities.
  • MTQ 2: Describe your experience in leading strategic efforts in national security, production management, facility management and site operations to ensure long term viability of organizational assets.
  • MTQ 3: Describe your knowledge of and experience to lead, direct and provide technical oversight for a large geographically dispersed and diverse workforce responsible for complex technical, safety, security and business activities.
Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

Education

You must meet the Basic Education Requirement listed below in order to qualify for this series.
(1301 series) Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For more information on the alternate methods, please refer to the OPM Qualification Standards at General Physical Science Series, 1301 (opm.gov).
OR
(801 series) Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). How You Will Be Evaluated

You will be rated and ranked using only the information submitted for consideration.
Applicants who do not demonstrate sufficient possession of the Executive Core Qualifications (ECQs) AND demonstrated specialized experience, training, and/or education in support of the Mandatory Technical Qualifications (MTQs) by uploading the narratives, will be determined ineligible for further consideration. Based on the Panel's evaluation, applicants who were determined best qualified will be referred to the hiring manager for further consideration. Once a candidate has been identified for selection, the Executive Resources Board will make final approval, and in competitive cases, the Office of Personnel Management (OPM), Qualifications Review Board (QRB), will certify qualifications.
