US Federal Housing Finance Agency is Hiring a Financial Analyst (Modeling) Near Washington, DC

Duties

Office of Risk Analysis and Modeling
The Office of Risk Analysis and Modeling (ORAM) conducts analysis and research to support the Division's assessment of the risks facing the FHLBanks, principally but not limited to, credit risk, market risk, and mortgage programs risk, by planning and conducting credit and market risk modeling examinations at the FHLBanks. ORAM also implements several monitoring programs to assess current and emerging risks and advises DBR's Senior Executives on economic, financial, and regulatory issues.
The Market Risk Modeling Branch
The Market Risk Modeling Branch (NRMB) provides technical and analytical support to the DBR with respect to economic and financial models, particularly those used to measure, monitor, and control market risk. The Branch is responsible for implementation and maintenance of an Enterprise Risk Management system, a supervisory model which measures market risk exposure of the FHLBanks. The Branch contributes to the Agency's examination function by using skills in the areas of econometrics and finance, drawing upon direct experience building and using financial models. The Branch combines theory with practice to offer insights based on direct real-world experience as well as academic research.
MAJOR DUTIES AND RESPONSIBILITIES
The Financial Analyst will perform the following duties supporting the Market Risk Modeling Branch:
IT infrastructure

  • Assist in the month-end collection of financial market data and in the volatility calibration of term structure models within PolyPaths.
  • Backup for month-end collection of Consolidated Obligations data.
  • Assist in tracking month-end modeling software and data updates.
  • Assist in testing new PolyPaths or prepayment model versions.
Quality Assurance
  • Assist in updating modeling procedures manual for Exam Support Risk Analytics.
  • Assist in improving documentation of the Model Bank creation process.
Examinations, Oversight, and Administration
  • Assist in tracking and managing Market Risk Modeling software budget requests and procurement.
  • Assist with the analysis of FHLBanks' portfolios during the quarterly examination process for assigned FHL Banks.
  • Assist with and take on full responsibility for assigned risk modeling research projects.
  • Assist with the Model Bank analytical process.
  • Work with the Risk Modeling team members on evaluating results of the FHLBanks' Market Value of Equity change attribution analysis.

Qualifications

You may qualify for your desired grade level if you meet the following qualification requirements:

BASIC REQUIREMENTS:
Basic Requirement for Financial Analyst (1160):
A. Undergraduate and Graduate Education: Major study - finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.-OR-
B. Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
In addition to meeting the above basic education or education and experience requirements, applicants must also meet the following minimum qualifications for their desired grade level:
MINIMUM QUALIFICATIONS:
Minimum Qualification EL-09: Applicants must have 52 weeks (one-year) of specialized experience equivalent to the next lower grade level and/or directly related education as described below. From the description below, if you choose options "B" or "C" you must provide transcripts with your application.
A. Experience: I qualify for the EL/GS-09 because I have at least 52 weeks of specialized experience at the EL/GS-07 or equivalent demonstrating work experience with one or more of the following: (1) economic and financial models, particularly those used to measure, monitor, and control market risk of a financial institution; (2) maintain and use a software infrastructure for risk modeling. -OR-
B. Education: Completion of two (2) academic years of graduate-level education, or a master's degree or equivalent graduate degree from an accredited college of university directly related to the work of the position (i.e., economics, finance, quantitative finance, quantitative risk management, econometrics, financial economics, mathematics, statistics, or other closely related fields). -OR-
C. Combination of education and experience as described above in options "A" and "B". Note: Less than one year of specialized experience may be combined with graduate education more than the amount required for the next lower grade level. One academic year of graduate education is the number of credits hours determined to represent one academic year of full-time study (i.e., 18 semester hours (or 27 quarter hours).
