US Federal Aviation Administration is Hiring an Emergency Operations Specialist (All Hazards and Cyber Emergency Planner) Near Washington, DC

Duties

Serves as an Emergency Operations Specialist, focusing on All-Hazards and Cyber Emergency Planning, within the Emergency Preparedness and Response Division. Performs multiple, varying, and complex assignments in emergency management planning, coordination and incident reporting amongst Lines of Business (LOB), Staff Offices (SO), Regions and Headquarters. The incumbent provides subject matter expertise and technical assistance on Emergency Management doctrine, the national planning frameworks, cyber-related policy, and other sensitive matters involving the protection of critical infrastructure needed to support the safe operation of the National Air Space System (NAS).

Supports FAA emergency management in both steady and activate state. Serves, upon qualification, as an Emergency Incident Coordinator (24/7 Duty Officer) to monitor, manage and coordinate the information required to maintain situational awareness and inform decision-making during incidents of Regional or National Significance. Consolidates and prepares FAA-wide formal reporting including but not limited to EIC Notifications, Spot Reports, Situation Reports. and Executive Summaries. Facilitates, upon qualification, intra agency coordination efforts via Incident Sync Calls and Crisis Response Work Group engagements, and supports Division engagement with the Crisis Response Steering Group. Supports coordination with the Department of Transportation (DOT) to ensure the FAA can support DOT and/or Emergency Support Function One: Transportation (ESF1) requirements during incidents of Regional or National Significance; including but not limited to coordinating resources both internally and externally to support FAA operations.

Promotes All-Hazards and Cybersecurity considerations and equities during the development, training, testing, evaluation and implementation of FAA Emergency Management plans and procedures, to include Continuity of Operations at the national and regional levels. Assists in the development of Quick Look Reports, After Action Reports, Lessons Learned and Improvement Plans following real world incidents and planned events as well as exercises.

Contributes to the development of FAA Emergency Management orders, policy, plans, procedures, guidance, playbooks and exercise documents. Promotes All-Hazards and Cyber-security considerations and equities during agency planning, training. Contributes to the development of systems and technology to enhance FAA Emergency Management. Supports relevant business plan development.

Serves as the Division's liaison with the Intelligence & Threat Analysis Division (AXE-200), Cybersecurity Metrics and Exercises Branch (AIS-330) and ATO Cybersecurity Group's Integration, Outreach, and Planning Division (AJW-B45) to ensure cybersecurity equities are appropriately applied to All Hazards and deliberate cybersecurity planning, training, and exercise development.

Supports and participates in working groups, committees, conferences, and other collaborative efforts to effectively represent ASH, FAA, U.S. government, and aviation equities, as appropriate. Performs tasks and assignments within their scope of responsibility, and identifies and informs management of challenges that require additional attention. Develops recommendations and courses of action to address process or product issues.

Demonstrates an understanding of information sharing processes to appropriately facilitate Requests for Information between LOB/SO, Region and HQ units, DOT, USG, and Congress and supports the Division's adjudication of such requests in a timely manner. Work may involve night, weekend and holiday duty on an as needed basis to support surge requirements during exercises, activations, and incidents of Regional or National Significance.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

  • Experience supporting response to high-profile planned events like National Special Security Events (NSSEs) and Special Event Assessment Rating (SEAR) Events and Incidents of Regional or National Significance.

AND;

  • Experience facilitating major emergency management policy and plan changes with diverse stakeholder groups.

AND;

  • Experience applying cybersecurity equities to all-hazards, especially continuity of operations, planning and exercise efforts
