Serves as HR Specialist team lead for HQ, IMCOM G9 Human Resources Personnel Services. Leads a multi-functional team of Human Resources Specialists and Assistants who represent all functional areas of human resources administration. Assists in developing long and short term plans for the office operations. Communicates and helps meet the office's strategic goals and objectives with the team, while developing operational plans, resource requirements, innovative systems/applications and processes for successfully carrying out the daily work. Applies a broad, multifunctional knowledge of human resources management and administration laws, regulations, policies, programs, technologies, and practices. Plans and carries out personally performed work and assures the successful performance of team members. Assists the HRO, in meeting the organizational performance goals.
The incumbent is responsible for assigning, managing and coordinating projects and !askers and make sure that all suspense are met. Lead the team in identifying, distributing and balancing workload and tasks among employees, making adjustments to accomplish the workload in accordance with established priorities in a timely manner. Arrange for specific administrative or technical training necessary for accomplishment of individual and team goals and objectives. Monitor and report on the status and progress of work. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation and communication of work-related information to the HRO Provide input to the performance ratings of the team members.
Serves as a lead on one or more major program areas and/or high visibility projects and programs. Performs special studies in one or more areas of personnel management, including personnel administration evaluations. Conduct analysis with a view toward assessing program adequacy and
developing significant improvements in policy, procedure, or techniques. Develops a project plan, gathers factual data, and works closely with interested officials of one or more organizations, employee groups, and top managers to develop and explore alternative solutions. Reviews and analyzes plans, operations and accomplishments; identifies program strengths and weaknesses; evaluates program quality and status; prepares own recommendations considering input from others participating in the study. This includes preparation of all necessary staff work to implement the
recommendation, if approved.
Provides advice and assistance to HQ, IMCOM G9's management staff on issues/problems with broad impact on personnel management programs, e.g., MER, high grade distribution, staffing strategies, and key aspects of downsizing planning. Provides guidance on regulation and procedures standards, as well as data management and SOPs.
