Primary Purpose: The Procurement Manager is part of the Finance Team and is responsible for overseeing the financial wellbeing of the Network and overall purchasing processes. The Procurement Manager will be responsible for managing procurement projects across several areas that include purchasing, contracting, sourcing and commodity management. This position will project manage and analyze purchasing contracts and support negotiations to drive savings across Uplifts 45 schools.
Understand the organizational objectives that allow to generate project information, action items to address long term strategic initiatives.
Duties/Responsibilities:
  • Perform financial analysis to assist in the evaluation of spend data for high volume items to assess procurement effectiveness.
  • Perform analysis of all solicitation results and make recommendations for awards based on solicitation results.
  • Perform complex procurement responsibilities such as contract management, supplier sourcing, and make final award decisions within authority as delegated by the purchasing director.
  • Supervise purchasing personnel and delegate tasks according to departmental needs.
  • Work closely with upper management, school administration, suppliers, and purchasing employees to determine product and/or service needs.
  • Partner with school leaders and support staff to ensure day-to-day needs are met while ensuring compliance.?
Vendor Analysis
  • Tap into the large reservoir of procurement data using quantitative and analytical methods to develop a set of actionable insights to drive value and improve operations. Identifies special projects needed to improve processes, identify vendor diversity, funding compliance and fiscal responsibility.
  • Provides analytical business support to an ever-changing commercial economy. Collaborate and complete data driven solutions to the Director, Sr. Director, and CFO.
  • Assist with and promote our Vendor Diversity Initiative.
Vendor Management
  • Negotiates with large vendors annually for best pricing that provides the highest quality and efficiency systems and equipment for Uplift.
  • Updates Approved and Deactivated Vendor Lists for Network
  • Identifies potential vendors that can provide products and services needed for a changing economy/compliance regulation.
  • Create RFP, RFQ system for large vendor purchases. Maintain the procurement website.
Procurement Compliance
  • Keeps abreast of legal requirements and regulations of procurement processes, including federal, state, county and city laws as may apply.
  • Assists with review of submitted documents for accuracy and conformance to contracting and regulatory procedures, including insurance requirements. Audit TEAMS for documentation compliance.
Education, Experience, and/orCertification(s)
  • Education Requirements: Bachelor's degree in business administration, finance, accounting, or related field
  • Experience Requirements: 2 years of proven experience in a management position; Significant experience in collecting and analyzing data; Strong working knowledge of procurement procedures both state and federal.
  • Special Skills/Certifications: Strong business negotiation and networking skills; Outstanding decision-making skills and ability to work well with numbers.
Required Skills/Abilities:
  • Communication Skills: Effective organizational, communication and interpersonal skills. Mastery of both oral and written English with the ability to write general correspondence.
  • Bilingual Skills: Preferred; not required
  • Technology: Strong Ability to use software to develop spreadsheets, databases, and complete business communication.
Physical Demands: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting ; r epetitive hand motions including frequent keyboarding and use of mouse; occasional reaching; occasional light lifting and carrying (less than 15 pounds)
Work Environment: Standard office environment.
Starting Salary: $65,000
