The University of Washington's Office of Sponsored Programs (OSP) has an outstanding opportunity for Manager, Contracts Team. OSP facilitates over $1.8 billion annually in sponsored project awards. This position provides leadership to the Contracts Team, a specialized team that handles industry agreements, including clinical trial agreements, complex or nonstandard agreement types, unfunded agreements related to research and other sponsored activity, such as data transfer and use agreements, confidentiality agreements, master agreements, and other contract types. This team also handles federal contracts and Other Transaction Authority awards.

The position is instrumental in strengthening the partnership with faculty and central offices related to the industrial sponsored program portfolio, facilitating research funding opportunities through the contracting negotiation and management process, ensuring ease of workflow and handling of contracts, and overseeing the professional growth and expertise of OSP Contracts Team members. This position is expected to work closely with partner offices, such as Corporate & Foundation Relations and CoMotion (technology transfer), to advise on and participate in the contracting portion of research relationships.

Staff Performance Development and Technical Oversight (65%)

  • Serve as a direct supervisor to all team members and handles all personnel management on the team, including performance expectation monitoring, performance evaluation, professional development opportunities, promotional development growth planning, as well as performance counseling.

  • Provide leadership and mentoring to staff on a daily basis.

  • Work closely with team leads to mentor individual team members in topical areas for professional development.

  • Hold regular team meetings to discuss specific topics, team workflow concerns or to highlight an area of policy or process change.

  • Resolve complex questions or issues that arise, and coordinate with and escalate to Director, for resolution, as needed and as appropriate.

  • Oversee team consistency with officewide processes and policy, with delegation to Team Lead as appropriate.Education, Development and Outreach (10%)

  • Recommend classes, courses or webinars that may be beneficial to the team or the office.

  • Prepare and present material for staff enrichment and professional development.

  • Work with the OSP Learning Manager to plan on-boarding of new team members, including subject matter, training pace, evaluation, peer training coordination, and assignment of work during the initial on-boarding period.

  • Prepare and lead outreach efforts to campus units.

  • Represent OSP in interdepartmental workgroups, contributing expertise in matters with broad implications to the University mission.Team Workload Assessment (10%)

  • Coordinate coverage, workload distribution, and re-assignments to maintain workload balance, with support from Team Lead.

  • Request and refer to manager reports to inform decision-making on training needs, routing and assignment, performance review, coverage, and other areas.

  • Assist in development of necessary systems and processes to track workload volumes and status.

  • Review standards and adequate coverage of all workload portfolios on the team on a periodic basis, and recommends organizational, position or staffing changes to Director.Operational Backup (5%) This position may temporarily accept operational responsibilities for vacant staff positions, as needed, and is responsible for ensuring cross coverage within the team during staff absences. When operating as a back up to staff, this position is responsible for following standard office procedures.OSP Leadership (10%)

  • Oversee the creation, improvement and maintenance of office agreement templates, agreement checklists, and clause management, with assistance from Team Lead and team members, as appropriate.

  • Participate in Leadership meetings on a periodic basis and reports out on operational or policy areas that need review and assessment, office-wide. Based on prioritization, Team Managers and Team Leads work together to address these operational or policy areas.

  • Work closely with the Director to evaluate specialized policy development and implementation projects based on OSP's strategic planning or due to external changes that impact OSP business operations.

  • Carry out risk analysis of various compliance areas that arise related to research efforts and contract terms, including intellectual property, academic freedom, data use and transfer, human subject research, and foreign funding.

  • Work closely with other UW offices including but not limited to CoMotion, Corporate & Foundation Relations, Office of Research, Clinical Trial Office, and Human Subjects Division in order to enhance contract practices, build relationships with corporate sponsors, and enhance customer service.

  • Participate in various professional organizations as a UW representative to enhance UW's overall expertise in sponsored program contracting.

  • Assess ongoing sponsor, state, national and international efforts or regulations leading to increased complexity within the contracting area, to inform OSP on training and support to facilitate research efforts.

  • Serve as signature authority/authorized official up to and including Strategic Agreements, with delegation from Director. MINIMUM REQUIREMENTS

  • Bachelor's degree.

  • Minimum of 6 years of increasingly responsible management and supervisory experience in a research administration environment, including two or more years in a university sponsored programs office.

  • Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Excellent written and verbal communication skills.

  • Strong interpersonal and customer service skills, including effective communication with sponsors at multiple levels.

  • A demonstrated capacity to work with and within a diverse community.

  • Experience with electronic research administration and management tools.

  • Knowledge of the federal acquisition process and the Federal Acquisition Regulations (FAR) and its supplements. Knowledge of federal Other Transaction Authority agreements.

  • Strong understanding of compliance requirements and roles and responsibilities in a university context.

  • Experience with or strong understanding of, copyright law, publication policy, intellectual property rights, and data ownership.

  • Working knowledge of non-fiscal compliance areas such as conflict of interest regulations, human subjects and animal care policies

  • Knowledge of sponsor types and the differences in sponsor requirements.

  • Ability to assess business and legal risk, make independent decisions based on sound judgment, and collaborate with other University offices/officers to problem solve.

  • Ability to interpret, explain and apply complicated rules, regulations and policies.

  • Ability to prioritize, balance, and delegate a shifting amount of workload in a deadline driven working environment. DESIRED QUALIFICATIONS

  • JD or Master's Degree in related discipline, such as Business Administration or Public Administration.

  • Past or current participation in national research administration organizations. CONDITIONS OF EMPLOYMENT This position requires the ability to meet strict deadlines by sponsors, which may require working beyond normal hours including evenings and/or weekends. This position is eligible for 100% remote work, but may require some in-person attendance at certain officewide events, meetings, trainings, or professional organization in-person sessions.
