Position Summary

The Adult Education program manager is the primary interface with students, instructors, tutors, stakeholders and community members as regards work skills, high school equivalency, English as a second language and ESL civics/citizenship classes. Under the broad direction of the Educational Partnerships and Academic Support Planning Officer, the Adult Education program manager is responsible for working with all stakeholders in accordance with the strategic priorities the strategic priorities of Academic Affairs, in developing and coordinating all aspects of the adult education program. The manager oversees the scope, direction and function of the program, is responsible for ensuring compliance with all federal, state, local and university policies and regulations, supervises all personnel, develops and designs the program and classes, manages grant funding including budget development and expenditures, and works with and responds to changing community learning needs as expressed by stakeholders. On a day-to-day level, the manager also deals with the details needed to keep teachers employed, classes running, students learning, and data entry completed to meet state requirements. The job requires knowledge of state and federal standards and requirements as they pertain to adult education, an academic understanding of the class content that needs to be offered to meet student, stakeholder and NMHED needs, the ability to deliver excellent customer service to stakeholders and students, supervisory skills in monitoring instructors, and careful, accurate data management skills that include student file creation and maintenance, data entry, database maintenance, report generation and audit-specific responses.

The manager coordinates all HR functions for the AE program, including recruiting, hiring, payroll processing and evaluation of all instructors. The manager also coordinates all day-to-day logistics and IT interfaces for classes, seminars, events and activities offered by the AE program with both local IT facilitators and the NMHED state distance learning facilitators.

Managerially, on a yearly basis there are RFAs, mid-year progress reports and a year-end progress report to write. Grants are written, reviewed and submitted to UNM-LA contracts and grants. All required training related to grants management and UNM requirements is done yearly.

Additional Duties and Responsibilities Include:

*Determines potential class sites and engages in partnerships with stakeholders. Class sites depend on student demand, and that is evaluated yearly in conjunction with local stakeholders.
*Selects learning materials for individual classes
*Establishes protocols for student pre and post testing
*Creates and maintains student records, available for state audit.
*Coordinates all HR functions for the AE program, including recruiting, hiring, payroll processing and evaluation of all instructors.
*Coordinates all day-to-day logistics and IT interfaces for classes, seminars, events and activities offered by the AE program with both local IT facilitators and the NMHED state distance learning facilitators.
*Completes RFAs, mid-year progress reports and a year-end progress reports
*Grant-writing, including yearly completion of all required training related to grants management and UNM
requirements.

Conditions of Employment
Minimum Qualifications

High school diploma or GED; at least 6 years of experience 2 of which are management level experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
