University of Massachusetts Medical School is Hiring a Behavioral Health Quality & Equity Manager Near Boston, MA

Overview:

Under the general direction of the Medical Director for Psychiatry in the MassHealth Office of Behavioral Health (OBH) and the Chief of Behavioral Health or designee, the Behavioral Health (BH) Quality and Equity Manager is responsible for managing quality and equity-related activities for OBH.

Responsibilities:

BH Quality & Equity Program Strategy and Design:
Collaborate with the Medical Director for Psychiatry, or designee, MassHealth OBH leadership, and the MassHealth Quality Office (MQO) on development of strategy and design of quality and equity programs including for BH providers, BH managed care plans, and BH hospital units. Collaborate with OBH leadership, OBH program teams, and MQO to develop program elements including:
o Selection of BH quality and equity measures
o Setting of performance targets
o Establishing and testing performance assessment methodologies
o Reviewing quality and equity measure specifications
o Managing BH quality and equity programs budget and incentive distribution schedule
o Maintaining and updating contractual and regulatory documents to accurately reflect quality and equity program design
Work with leadership to develop innovative methods of BH quality and equity measurement and improvement.
Work with OBH, MQO, and OCA to ensure that organization-wide quality and equity initiatives are aligned and advancing MassHealth quality and equity strategic goals

BH Quality and Equity Program Implementation & Program Management:
Act as a subject matter expert on BH quality and equity improvement, measurement, and evaluation.
Provide consultation and leadership in quality and equity measurement and evaluation to OBH and OCA program staff
Maintain current knowledge of major national quality initiatives and directions related to Medicaid programs and BH
Establish and maintain linkages within MassHealth, OCA, and other ForHealth Consulting departments to develop and staff BH quality and equity related projects for the MassHealth organization.
Provide strategic input and direction for OBH in designing and implementing BH quality and equity improvement activities for OBH programs.
Manage day-to-day logistics and operational needs of the program, convening and providing overall direction to program teams, and identifying and addressing problems which may adversely affect performance of the program
Coordinate formal communications and meetings among senior program leadership, as well as working with senior departmental management regarding program needs and concerns

BH Quality and Equity Stakeholder Engagement:
At the direction of the Associate Medical Director for Psychiatry, represent OBH work at the state, regional and national levels (stakeholder engagement meetings, invited presentations, conferences, and committees).

Cross-Cutting BH Quality and Equity Initiatives:
Collaborate with a staff of individuals who provide direct support to OBH and conduct the activities of OBH.
Hire, advise and directly supervise and evaluate performance of other staff, as applicable. Provide functional supervision of other specific project/program staff as needed
Review and monitor compliance with the federal and state regulations.
Perform other duties as required.

Qualifications:

REQUIRED EDUCATION
Masters Degree or equivalent in Health Care or Business Administration, Public Health, or a quality related health care field.
REQUIRED WORK EXPERIENCE
2-3 years experience with health care quality measurement and performance programs
Experience with behavioral health quality measurement
Experience working in a matrixed environment
Demonstrating excellent communication and presentation skills, both oral and written
