Duties and Responsibilities
Pay Band A:
- Provides staff support in the provision of the full range of technical and administrative HR management services to assigned units.
- Assists in providing HR guidance and consultative services in areas including, but not limited to: classification/compensation, recruitment and selection, benefits management, and training/staff development, labor relations, employee relations, etc., related to civil service, Administrative Professional Technical, faculty and executive employees.
- Assists with ensuring propriety and compliance with Federal and State laws, UH and DHRD policies and procedures, applicable collective bargaining agreement provisions, and acceptable HR practices, including in preparing, reviewing, auditing and executing appropriate HR documentation
- Reviews position requests; assists with analysis and update of position duties; and oversees recruitment efforts; and other HR actions.
- Assists in reviewing reorganization and organizational chart updates from a HR classification, supervisory, and position use perspective.
- Participates in special projects in areas of human resources management. Requires timely and thorough research analyses, extraction of pertinent information and data, and development of recommendations to improve operational efficiencies.
- Keeps abreast of emerging HR legislation, policies, procedures and practices, and evaluates and determines the necessity of implementing trainings & informational sessions. Ensures that implementation is in alignments with the program.
- Participates in the development of training content and conducts training. Secures training venues and schedules training sessions. Assists in the evaluation of training classes.
- Assists in evaluating current processes, researches alternatives, and develops recommendations for process and procedural improvements.
- Uses discretion and tact in handling sensitive and confidential information when responding to inquiries and requests for information.

Pay Band B:
- Serves as human resources specialist providing HR support and guidance to assigned units on the full range of technical and administrative HR management services.
- Provides support in areas including, but not limited to: classification/compensation, recruitment and selection, benefits management, and training/staff development, labor relations, grievance management, employee relations, etc., related to civil service, Administrative Professional Technical, faculty and executive employees.
- Evaluates and addresses a broad range of human resources-related topics and issues, providing technical advice and assistance to HR representatives and/or supervisors and managers on matters such as misconduct, and employee performance evaluations including extensions and notice to improve performance, and terminations due to performance, or misconduct.
- Ensures compliance and advises managers/supervisors, employees on the interpretation and appropriate application of Federal and State laws, UH and DHRD policies and procedures, collective bargaining agreement provisions, and acceptable HR practices.
Makes recommendation based on programmatic needs and best practices.- Prepares, reviews, audits and executes appropriate HR documentation ensuring propriety and compliance with applicable collective bargaining provision, university policies and procedures, Federal and State laws, etc.

Minimum QualificationsPay Band A:
- Possession of a baccalaureate degree in human resources management, business administration, education or related field and 0 years of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Functional knowledge of principles, practices and techniques in the area of human resources management demonstrated by knowledge, understanding and ability to apply concepts, terminology.
- Functional knowledge and understanding or principles, theories, federal and state laws, rules, regulations and systems associate with human resources management.
- Demonstrated ability to problems, identify possible causes and resolve the full range problems that may commonly occur in the area of human resources management.
- Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
- Demonstrated ability to operate a personal computer, apply word processing software including spreadsheet, presentation and email.
- Ability to exercise tact, confidentiality, sound discretion and judgment and timeliness in performance of work.
- Demonstrated ability to embrace, apply, and use technology to maximize effectiveness and efficiency.
Pay Band B:
- Possession of a baccalaureate degree in human resources management, business administration, education or related field and 3 years of progressively responsible professional experience with responsibilities for human resources management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated
- Considerable working knowledge of principles, practices and techniques in the area of human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software including spreadsheet, presentation and email.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Desirable QualificationsPay Band A:
- Ability to travel in a timely and efficient manner to various locations on Oahu to support operations.

Pay Band B:
- Ability to travel in a timely and efficient manner to various locations on Oahu to support operations.
- Working knowledge of report writing and/or query tools to extract data and generate reports.
