Job Summary:

The Data Architect is a key data platform position within the RIO and will work closely with the CRIO and other leadership on campus to advance a research data ecosystem with a focus on advancing research informatics and designing a cutting-edge data platform to support researchers at CU Anschutz. The Data Architect develops strategic objectives and goals and implements aligned strategies. The Data Architect will work with leaders, team members, and other stakeholders on a wide variety of data architecture, compliance, and security issues to ensure compliance with Federal, State, and University rules and regulations around the CU Anschutz Medical campus data.

The person in this role will report to the Deputy CRIO and be responsible for leading and mentoring a team (initially 3 - 4 people) of data analysts, data engineers, and informaticists, and will be responsible for community outreach to improve data pipelines primarily to and from regional hospitals, but from other sources as well, such as Federal, State, and local agencies. The Architect will be expected to work closely with partner hospitals on the campus and throughout the region with a focus on improving health outcomes and health research. This person will also work closely with University IT, Security, Compliance, and research IT teams to ensure quality data access control and data security and privacy.

Key Responsibilities:

  • Designs ETL pipelines and system design, APIs, data flow automation, BI dashboards, automated audits, continuous integration strategies, and data storage to manage data from multiple sources, such as clinical data, ‘omics data, research administrative systems, state public health data, and social and environmental data.
  • Establish best practices in terms of tools and processes for data governance, identify optimal data science projects and technologies, and, in collaboration with senior leadership, design, develop, and implement focused functional area strategies for continued growth.
  • Partner with technical hospital leadership, IT leaders and researchers at CU-AMC, and community partners determine data needs, help guide implementation of data science based & digital health technologies into CU & UCHealth ecosystems.
  • Plans and manages effort to create and maintain data lakes to support research and institutional strategic needs.
  • Collaborates closely with the clinical/research data warehouse team to design efficient and secure data flow pipelines to better provide high-quality data for research.
  • Develops and articulates a clear, compelling vision for data and systems to support biomedical/health informatics and research that supports a holistic understanding of health (which may include demographics, social determinants of health, environmental factors, policies, crime, and other social and community level factors that impact health).
  • Works collaboratively with informatics staff to coordinate, integrate, and align informatics efforts to maximize capabilities and efficiencies and work towards common goals, including standardizing the collection and delivery of common health related datasets.
  • Leads efforts to design data systems, and coordinate activities with various CU data science leaders, to make data accessible to diverse audiences, as well as contribute to the evolving data science ecosystem on the CU campus.

Qualifications:

Minimum Requirements:

  • Bachelor’s degree in Data Science, Biomedical Informatics, Computer Science, or related degree.
  • 7 years of demonstrable and progressive data team leadership and experience in the health care data science field.
  • 2 years managerial experience and experience in industry overseeing customer-client relationships or similar “outward” facing experience.

Applicants must meet minimum qualifications at time of hire.

Preferred Requirements:

  • Extensive experience managing and storing highly sensitive health and biomedical data, with a focus on data modeling, data integration, and metadata management.
  • Extensive experience with data engineering and automating data flows.
  • Experience with standardization best practices for integrating data, and security related to HIPAA and PHI data.
  • Master’s degree in Data Science, Computer Science, or related degree.
  • Ten years experience designing systems for managing data and mapping data provenance.
  • Five years of demonstrable and progressive team leadership.
  • Expertise in Python and SQL.

Knowledge, Skills, and Abilities:

  • Extensive familiarity with data warehousing and data lake design principles and implementation.
  • Familiarity with data quality assurance methods.
  • Ability to deliver “business architectures” – starting from data profiling / analysis, defining business rules, and defining target data models.
  • Demonstrated success building effective relationships with a broad spectrum of internal and external stakeholders, including strong understanding of change management practices.
  • Broad familiarity with cloud computing environments for data storage and analysis.
  • Demonstrable ability to create innovative solutions for data storage and analytic needs.
  • Strong knowledge of data security and compliance implications for data storage.
  • Extensive knowledge of specific health compliance and data security/privacy regulations, such as HIPAA, GDPR, or CCPA.
  • Working knowledge and expertise with industry standards (such as HL7, FHIR, DICOM), and a working knowledge of healthcare ontologies (such as UMLS, LOINC, ICD10, SNOMED, CPT).
  • Familiarity with privacy-by-design approaches and security modernization.
  • Ability to deliver “business architectures” – starting from data profiling / analysis, defining business rules, and defining target data models.
  • Demonstrated success building effective relationships with a broad spectrum of internal and external stakeholders, including strong understanding of change management practices.
  • Broad familiarity with cloud computing environments for data storage and analysis.
  • Demonstrable ability to create innovative solutions for data storage and analytic needs.
  • Strong knowledge of data security and compliance implications for data storage.
  • Familiarity with data quality assurance methods.

Anticipated Pay Range:

The starting salary range (or hiring range) for this position has been established as $133,268 to $190,290.

The above hiring range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation depending on the level.
