DEPARTMENT OVERVIEW
The Educational Partnership Center (EPC) at the University of California, Santa Cruz increases access to higher education for underrepresented students across the Monterey Bay, Pajaro Valley, and Silicon Valley. It serves over 11,000 students through it's nine different programs and partners with 35 schools in 12 school districts. The EPC helps underserved students in the region reach and succeed in college. It provides an array of school-centered and student-centered activities for students, parents, faculty, and community members to support K-14 students on the college-going pathway. EPC financial portfolio is complex due to it's variety of financial resources. It includes university & miscellaneous fee-based programs, and contracts and grants from state, federal, and private sources. EPC is responsible for approximately $8 million in annual operating expenditures, $2.5 million in matching funds, and has over 129 professional and student staff.

JOB SUMMARY
Under the general supervision of the Divisional Resource Manager, and in coordination with the EPC Executive Director, the EPC Finance Manager is a seasoned and experienced financial administrator that has responsibility for matching funds coordination, contract, grant and university programs budget administration, financial analysis and reporting, position control and reporting, funding compliance with institutional and sponsor policies, and general administration and assistance for over $8 million in direct expenditures and $2.5 million in matching funds. The scope encompasses over 40 funds for 10 university programs across 13 cost centers. The position supervises an EPC Financial Analyst 2 and an EPC employee representative 3, and provides oversight and guidance for various EPC functions to include unit procards, corporate travel and entertainment cards, cash handling, invoicing of external partners, and effort reporting for federal grants. The EPC Finance Manager completes and approves financial transactions and has delegated signature authority. This position also serves as a resource to the EPC administrative and student staff.

JOB DUTIES
20% - In coordination with the EPC Executive Director and program managers, organizes, plans, establishes, and monitors fiscal budget control of contracts and grants administration, gifts, endowments, and state- and privately-funded programs. Ensures complete and accurate collection of program, contract, grant management, and budget data at all stages of the contract and grant life cycle. Uses the campus financial system, payroll system, effort reporting system, and data management reports to monitor, analyze, project, and report on the financial position of EPC contracts, grants, and programs. Maintains and updates the departmental chart of accounts, list of activity codes, other data management tools, and related business processes. Functions as a resource on various aspects of contract, grant, and program administration to include researching and resolving moderate to complex issues using federal and university financial policies and procedures. Serves as a department resource for ensuring a common understanding and consistent application of, and adherence to, federal and University regulations.
Develops and prepares, or oversees preparation, of a wide range of reports, including final reports in collaboration with Extramural Fund Accounting, University and Sponsor Annual Performance Reports, in collaboration with principal investigators, faculty directors, program managers, and directors, and ad hoc reports as needed for the strategic development of the EPC.
20% - In coordination with the EPC Executive Director and program managers, develops proposal budgets and support documents for proposed contracts, grants, and programs that meet required guidelines. Works on complex proposals that require consideration of existing and future resource development and acquisition, detailed personnel, and operating budgets, staffing and spending plans that span across multiple years and programs and involve complex partnerships, and coordinate agreements and match commitments with school districts and other sub awards. Applies contracts and grants concepts to review complex grant or contract proposals and obtain / verify necessary compliance approvals, and recommend / negotiate needed changes to proposals with PI and / or program managers to align with federal and state requirements for fiscal and operational controls and with internal policies. Reviews, monitors, and approves financial and match information for new proposals in the CAYUSE system and coordinates proposal submissions. Serves as the primary communicator and manager for initiating, tracking, and managing the annual proposals, contracts, and grants with the Office of Sponsored Projects and Extramural Funds Office.
20% - In coordination with the EPC Executive Director and program managers, works with campus partners to create and assign organizational codes or fund numbers for new awards, creates and maintains a database of partner agencies, records cash and in-kind commitments of time and money, provides ongoing budgetaty monitoring and projections of project and matching funds, identifies and analyzes variances, synthesizes information for contract and grant reporting, and ensures that match documentation is maintained in compliance with agency guidelines and University regulations.
Prepares, reviews, approves, and processes various financial transactions to change data in the financial services database. This includes, but not limited to, transfer of funds (TOFs), transfer of expenses (TOEs), transfer of payroll expenses (TOPEs), changes to the permanent budget and staffing list in the financial managers workbench (FMW), interlocation transfer of funds, travel advance and expense reimbursement forms, direct pay forms, entertainment reimbursement forms (ERF), changes to employee appointments, changes to employee FTE and distribution percentages employee action requests (EAR), recruitment management system forms, campus recharge, and other transactions, as necessary. Ensures that transactions are completed on a timely basis, in compliance with applicable policies, and allowable on the funding source. Analyzes and applies agency and UC policy when approving expenditures, controlling expenditures on restricted funds based on all applicable policy. Prepares reports, and analyses to include trend analysis, summaries of financial transactions, evaluation of current and proposed services, etc., for management review, decision making, and making recommendations. Creates and reviews financial and inventory reports, analyzes transactions, expenditures, and identifies and resolves discrepancies. Utilizes system-wide and departmental data to develop projections for the revenue and expenditures and prepares recommendations for allocations across the department and functional areas.
15% - In coordination with the EPC Executive Director and program managers, functions as a resource on various issues to include researching contract and grant issues to maintain compliance with federal and University requirements and researches and applies federal and University policies and procedures to resolve a variety of moderately complicated issues. Provides guidance and counsel on complex financial matters, including compliance regulations, to principal investigators and department administrators. Assists in support of audits as directed by senior staff. Ensures that all budgetary and expense transactions meet audit requirements; maintains appropriate documentation; supports audits as needed. Provides guidance and counsel on the proper use of funds and ensures costs are reasonable, allowable, and allocable under cost principles. Responds to requests for information from internal and external entities, to include working with managers and staff to define the request, the source of the appropriate data needed, determines relevant analysis methodology, performs analyses, drafts response, and works with managers and staff to develop and finalize the response.
15% - Provides direct supervision, training, guidance, and mentoring for subordinate staff and student employees.
Delivers specialized training and/or develops content for workshops in the area of contract and grant administration, financial stewardship, program/match compliance, and budget administration. Provides initial and refresher training to EPC staff on campus and local business, personnel, administation, and operations policies, to include personnel actions, fair hiring, travel, expense reimbursement, purchasing, expenditure authority and authorizations, business contracts, vendor relations, ethics and conduct, and other relevant areas, as necessary.
10% - Reviews, processes, and approves standardized position data and transactions. Develops and maintains staffing lists and rosters. Creates and maintains organizational charts. Documents processes and procedures for position control activities. Prepares and processes transactions to change position data in the personnel database to include transfers of payroll expenses and changes to personnel funding distributions. Applies personnel policies and procedures to resolve a variety of moderately complicated position control problems where analysis of situations or data requires a review of a variety of factors. Conducts trend analyses and helps develop resulting recommendations. Develops and maintains department analyses for calculating and monitoring payroll (salary and benefits) and other operating expenditures as well as return on investment (ROI) for initiatives, investments, and other related issues. Prepares reports and analyses to include summaries of current and proposed positions, evaluation of current and proposed positions, etc., for management review and decision making.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Thorough knowledge of applicable compliance requirements related to use of human subjects in research, financial conflict of interest, etc.
  • Ability to manage significant volume of transactions.
  • Ability to perform complex financial analysis and customized reporting.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
  • Maintains current knowledge of compliance regulations in all areas of research administration.
  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
  • Ability to handle sensitive and confidential issues with diplomacy.
  • Ability to establish and maintain cooperative working relationships with people from diverse backqrounds.
