Departmental Overview
The Academic Personnel Office is seeking to hire a Manager of Academic Labor and Employee Relations (Academic HR Analyst 5). The successful candidate will be a flexible and detail-oriented self-starter; have a strong work ethic and collaborative orientation; possess superior labor and employee relationship skills; and enjoy being a critical part of a high-performing team.
The incumbent of this position is as a key member of the UC Berkeley Academic Personnel Office's management team, independently developing and overseeing initiatives to ensure UCB's compliance with academic personnel policy and procedure and academic labor agreements. Under minimal direction and working with UCOP Office of Academic Personnel & Planning and Office of Labor Relations, the Manager of Academic Labor and Employee Relations (L&ER) should utilize comprehensive and in-depth academic personnel expertise and labor relations knowledge to provide consultation, guidance, and recommendations regarding strategic direction to deans, department chairs, faculty and staff on strategic decision-making, including compliance, conflict management and resolution for both represented and non-represented academic appointees.
The incumbent will coordinate with People & Culture's Employee and Labor Relations Office on campus-wide Labor Relations matters for all academic bargaining units, including providing contract interpretation, implementation guidelines, and grievance process management. This position also serves as a liaison with the Academic Senate on Privilege and Tenure matters and the campus grievance liaison for non-senate academic APM 140 grievance process.
The mission of the Academic Personnel Offic e is to ensure the continued excellence of Berkeley's entire academic population so that our campus can fulfill its core missions: offering broad access to a superb education, pushing forward the frontiers of knowledge, and serving the public good.
We work closely with the Vice Provost for the Faculty to maintain high standards and fair processes in academic appointments, promotions, and merit increases. We help academic HR staff, faculty, chairs, and deans to stay up-to-date about the University's policies and practices so that we can sustain a broadly shared understanding across our campus.
In partnership with the Office of Faculty Equity and Welfare , we classify non-senate appointments into the appropriate title series and approve appointments at non-delegated levels.
We administer APBears , the Academic Personnel at Berkeley Electronic Achievements and Review System, for the campus and also collect and analyze data to assess the effectiveness of our current academic personnel practices and to identify areas in which the campus may improve.
We also manage a CalNet authenticated site, BMAP , the Berkeley Manual of Academic Personnel, that focuses on policies, processes, and practices concerning ladder-rank faculty.

Responsibilities
Coordinates and manages campus-wide labor relations matters for all academic bargaining units, including providing contract interpretation, implementation guidelines, and grievance process management. Regularly guides organization executives on academic strategic planning, employee and labor relations, and policies, procedures, practices, and programs affecting the entire organization. Serves as the organization liaison with the UC Office of the President, other UC campuses and Academic Senate committees. Represents academic leadership in identifying bargaining issues, considering bargaining proposals, and implementing union contracts. Serves on system-wide bargaining teams, as assigned, to represent the campus position on system-wide academic bargaining discussions. Employing the most advanced knowledge of system-wide and organization policies, procedures, practices, and precedents, provides strategic guidance to all levels of the organization in areas including, but not limited to labor relations, employee relations, and faculty and non-faculty academic appointee misconduct. Leads AP analysts on the management of central office academic personnel labor relations functions and strategy for all represented academic employees, including lecturers, librarians, postdoctoral scholars, academic researchers, and graduate student employees. Provides direction and guidance to academic analysts HR generalists in academic units and Berkeley Regional Services, interacting effectively and collaboratively with diverse clients at all levels of the organization. Responsible for the management of the academic review process for represented appointees in Unit 18 and the Professional Librarians Unit, and serves as liaison with campus constituents in resolving union grievances. Represents the organization in informal and formal complaint resolution processes. Conducts investigations. Provides high-level analytical support for the Senate faculty disciplinary process and non-Senate academic grievances for both represented and non-represented appointees. Develops programs and guidelines for organization administration of new and revised policies, collective bargaining agreements, and new initiatives in academic advancement and welfare. In close partnership with campus counsel, provides thoughtful and accurate academic personnel policy and contract interpretation, to include balancing risk and business needs. Develops policy and training programs. Oversees and/or develops new campus policies and procedures relating to represented academic appointees. Functions as an expert to other academic personnel professionals, advising and coordinating processes and procedures for a variety of units; may include acting as advisor to other academic HR analysts. Proactively partners with human resources staff and committees to develop programs to improve faculty/staff relations, and works directly with senior management and faculty on problem resolution for extremely complex and often politically sensitive situations and issues.
Required Qualifications
Expert knowledge of and ability to interpret and apply system-wide and campus policies and procedures that govern academic HR. Thorough and broad knowledge of and/or can quickly learn campus and college/school/organized research unit goals, priorities, and values, and the legal and human implications of decisions. In-depth knowledge of trends in academia, especially in areas of academic planning, human resource management and administration. Sensitivity to the diverse perspectives and political circumstances within all levels of the campus, as well as the UC Office of the President and various external institutions and agencies. Creativity and flexibility in approaching unique problems, can quickly learn to gain an understanding of the wider campus and university context in which these problems must be addressed. Ability to analyze highly sensitive and complex management issues; develop project scope and solutions; provide professional advice to campus executives and other senior officials; make critical decisions and develop strategic, innovative, and mutually beneficial recommendations and solutions that align strategic business objectives with employment strategies. Demonstrated leadership, initiative, tact, and planning skills. Advanced conflict resolution skills to address and manage extremely difficult and volatile situations/individuals effectively. Experience in effective relations and work with unions. Familiarity with University of California or California public higher education human resources law, policies, and procedures. Ability to communicate complex information effectively and persuasively, both verbally and in writing, with diverse audiences throughout the campus community.
Education and Training
Minimum 8 years in field with progressive responsibilities with a bachelor's degree; minimum 5 years in field with progressive responsibilities with a master's degree.
Preferred Qualifications
Professional experience working in the University of California or other diverse postsecondary academic institution or other environment of similar complexity.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary that the University reasonably expects to pay for this position is within the full salary range for this classification: $112,100.00 - $216,700.00.
This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits. This position is exempt and paid monthly.
