Departmental Overview
The Engineering Research Support Organization (ERSO) is a service region of the Berkeley Regional Services (BRS) that supports 400 faculty affiliated with 22 campus-wide departments, schools and colleges, organized research units and centers with over $180 million in annual research expenditures including research gifts, and over $9 million in annual administrative operating budget. The total research expenditures administered by the unit represent 25% of campus-wide research expenditure volume. The mission of ERSO is to provide fully integrated and effective administrative services to support and encourage healthy growth in the units it serves and to support the mission of the University. ERSO delivers effective and efficient services, allowing faculty to focus on developing UC Berkeley's academic and research enterprise rather than managing administration. We maintain a customer-oriented operation with appropriate levels of faculty and staff oversight to support a culture of expert service and continuous improvement.
The HR Generalist 2 role involves involves recommending, developing, implementing, administering, coordinating, and/or evaluating Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following: recruitment, compensation, employee relations, labor relations, payroll, benefits, welfare programs, training and development, visa procurement, intercampus transfers, and employee services. The incumbent sets work priorities and provides oversight and training to HR staff.

Responsibilities

45% Academic Case Management and Recruitment:
Applies knowledge of University policies and procedures to counsel department managers, employees and supervisors on employee and labor policies, procedures, and appropriate practices. Advises Faculty and Managers and communicates with foreign appointees regarding visa acquisition. Makes recommendations regarding visa type and timelines. Assists in the preparation of Postdoctoral Scholar academic merit cases and negotiated agreement increases. Processes Visiting Scholar, Visiting Student Researcher and Postdoctoral Researcher appointments.
30% Appointment processing:
In collaboration with academic departments, coordinates the hiring of Postdoctoral Scholars, Visiting Scholars, Visiting Student Researchers and several contingent worker titles as needed. Provides support to departments in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR. Provides guidance to foreign employees on how to use the GLACIER tax reporting system. Handles routine issues related to benefits, visas and stipends. Collaborates with payroll services to request late pay, process overpayments and other payroll needs. Initiates and approves transactions in UCPath with attention to accuracy. Runs reports in Cognos and CalAnswers.
20% Onboardi ng and Benefit Counseling:
Provides comprehensive onboarding to new hires, rehires and transfers. Serves as Departmental Benefits Counselor. Monitors employee eligibility in UC benefits/retirement.
5% Special Projects:
Prioritizes work assignments, demonstrates excellent verbal and written communication skills, works collaboratively on assigned projects, provides analysis, and recommendations. Other duties/special projects as needed.
Required Qualifications
Possesses analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Has knowledge of campus policies and procedures; knowledge of functional area and understands how work may impact other areas.
Has knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
Knowledgeable on UC's HR/Payroll System (UCPATH) and other related business software programs and systems.
Is skilled in communicating clearly and effectively verbally and in writing.
Demonstrates skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications.
Possesses analytical, active listening and critical thinking skills.
Demonstrated ability to handle very difficult or volatile situations/individuals effectively.
Bachelors degree in related area and/or equivalent experience/training.

  • The hourly salary range designated for this position: $27.20 - $33.52; however, starting salary will be commensurate with experience.
