University Health Services (UHS) is seeking an enthusiastic and experienced Administrative Director interested in a full-time career position in college health.
Position Overview
Responsible for managing the administrative services and general operations of University Health Services-a large, complex, interdisciplinary, fully-accredited department providing public health, medical, mental health and health promotion services to the UC Berkeley community, including students, faculty and staff. Establishes operational objectives and work plans, ensures they are consistent with the UHS strategic plan and delegates assignments to subordinate managers.
Directs planning, development, implementation and ongoing evaluation/adjustments of new administrative processes and systems to improve operational productivity and support client-centered services. Responsible for managing, preparing, administering, and directing resources. Monitors adherence to approved budget. Involved in developing, modifying and executing campus policies that affect immediate operation(s) and may also have campus-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules. In some instances, failure to follow healthcare procedures and protocols could result in serious consequences including comprising clinical care, significant financial and reputational risk, and/or non-renewal of accreditation.

Responsibilities
Manage, plan and administer administrative services and operations. Serve as key administrative officer for Department's functional programs; oversees analysis and policy development for issues and processes and leads administrative changes.
People : Manage the program and plan for coordination and monitoring of human resource activities with People and Culture. Align UHS human capital strategy with policy. Manage strategic issues, high risk cases and relationships with campus HR (e.g., labor relations, compensation). Partner with Recruitment and P&C to lead in the areas of workforce planning, workforce development, talent management, succession planning and systematic improvements in the areas of equity/inclusion/diversity. Partner with other managers and directors in efforts to assess and change organizational culture in order to adapt to changing expectations and environments. Coordinate Supervisors (MAS) meetings.
Student Health Insurance: Direct overall management of the Student Health Insurance Office which provides member services and administrative processes for a major medical, mental health, dental and vision plan for 23,000 UC Berkeley students with claims experience of more than $100 million annually, including supervision of the Student Health Insurance Manager, management of the plan's relationships with external UCOP/business partners, and management of the plan's financial and operational performance.
Information Technology and Data Security: Ensure IT strategic plan and metrics are in support of organizational strategic plan. May oversee functional ownership of some administrative IT systems.
Health Information and Data Management: Provide overall direction for UHS' Health Information program and for organizational metrics. Direct data analysis, improve data reporting and systems, direct policy analysis and development and oversee compliance activities. Oversee refinement of organizational metrics, benchmarks and other data for decision-making. Assist UHS in prioritizing use of limited data resources.
Finance: Provide leadership and strategic direction on budget and finance. Ensure successful business development and organizational capacity for grants and fundraising. Direct analysis and policy development for issues and processes.
Communications and Marketing: Provide overall direction for communications and marketing.
Facilities : Provide oversight for operations and maintenance of the Tang Center and Anna Head Building E.
Lead administrator with select campus committees and Student Affairs workgroups. Active as of 2022: all-campus SHS Administrative workgroup, UHS STAR Awards Administrator.
Through subordinate managers and staff, maintain integrity and alignment of the administrative team of 35 FTE.
Risk and Compliance Management:
Responsible for the development, planning, coordination and administration of a systematic program designed to reduce organization-wide risks for UHS/Tang Center in clinical, data security, client privacy, human resources, physical safety and other operational areas.
Provide management oversight of compliance systems and processes that protect assets from financial loss and reputational loss, ensuring compliance with UC, state and federal regulations.
Interact with executive management internal and external to the department on controversial situations with faculty, staff, partners and customers.
Formulate and implement policies and guidelines to carry out the department's Mission.
Develop, modify, and execute policies which affect immediate operations and maintain compliance with external Accreditation Bodies.
Maintain accreditation with AAAHC through continuous adherence to standards and preparation for site surveys.
Ensure uninterrupted licensures of ancillary services (Pharmacy, Laboratory, Radiology) and lead staff of these services.
General oversight of credentialing compliance for SHIP and non-SHIP provider networks.
Ensure resolution of clinical case reviews in partnership with clinical leadership.
Organize response to grievances and litigation in coordination with relevant internal risk partners.
Lead administrator with select campus committees and Student Affairs workgroups. Active as of 2022: Campus Ethics and Risk Committee (CERC); CERC Policy Subcommittee, Information Risk Governance Committee, Clery Compliance Committee.
Required Qualifications

Thorough knowledge of financial analysis and reporting techniques.
Experience in enterprise risk management in health systems.
Thorough knowledge of/ability to quickly learn common campus-specific and other standard business software.
Very strong ability to quickly evaluate, problem solve and address complex issues and identify multiple options for resolution.
Demonstrated ability to foster DEIBJ goals within the workforce and in service to students.
Preferred Qualifications
Experience with human resources and labor relations.
Risk management in higher education.
Experience in Higher Education Administration, College Health Administration, Business Development and/or Finance.
MBA, MPA or MPH desirable.
Salary & Benefits
This is a 100% full-time (40 hours per week) exempt career position, which is paid monthly and eligible for full UC Benefits.
Annual salary is commensurate with experience in the range of $124,500.00 - $184,200.00.
