The Intelligence Analyst – Public Health & Medical directly supports the intelligence needs of public health and healthcare sector customers by identifying, creating, and sharing relevant intelligence and information related health security. The analyst performs a wide range of analytical functions including research, analysis, and reporting on terrorism, criminal, and cybersecurity-related threats to health and medical entities in the State of Maryland. The analyst develops two-way information sharing relationships with public health and medical entities in the State of Maryland to ensure common awareness of the threat environment.

The analyst provides predictive analysis based on relevant local, regional, national or international intelligence information, trends, or activities. This position works in developing, supporting and conducting statewide liaison and outreach activities as they relate specifically to public safety, government, and private sector businesses, agencies or groups. The analyst will provide briefings and reports to public health and medical customers and collaborate with the same in creating multi-agency reports that are relevant to law enforcement and homeland security producers and customers in both the public and private sector. Additionally, the analyst assists the Critical Infrastructure Protection Branch in cataloging, assessing, prioritizing and reporting on public health & healthcare related Critical Infrastructure and Key Resources (CI/KR) in the State of Maryland.

**Due to the nature of this work, you must possess the ability to pass a Law Enforcement Criminal Background Check including a drug screening test and obtain a government issued Secret Level Security Clearance.

****The position may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.

Key Responsibilities:
Analysis of threats to public health and medical entities in the State of Maryland
  • Research terrorism, criminal, cyber, and other security threats to public health and medical entities
  • Develop and disseminate written intelligence products addressing security threats to public health and medical entities
  • Develop and deliver intelligence briefings and training on security threats to public health and medical entities
  • Evaluate information and intelligence products from local, regional, national and international reporting for dissemination to private sector and public safety partners
  • Identify, catalogue, and maintain list of information and intelligence needs for public health and medical intelligence customers in the State of Maryland
Development and maintenance of liaison and information sharing relationships with public health and medical customers
  • Maintain contact lists of public health and medical security and emergency preparedness personnel in the State of Maryland
  • Partner with other state, local, and federal government agencies during outreach, liaison, and training programs
  • Develop briefing and outreach materials supporting the mutual sharing of information and intelligence in support of public health and medical customers, to include Suspicious Activity Reporting (SAR).
  • Attend relevant public health and medical security and/or emergency preparedness meetings to encourage sharing of suspicious activity reports with the MCAC
  • Identify subject matter experts in the public health and medical fields who can provide support to MCAC analytic products and briefings
  • Partner with other fusion centers to ensure a shared understanding of threat to public health and medical entities
  • Receive requests for information (RFI) and ensure that they are shared with the correct department and completed
Continuing education, training, and professional development
  • Attend continuing education and/or training opportunities to develop analytical tradecraft and procedures
  • Participate in and/or lead conference sessions related to public health/medical security issues
Other duties as assigned
  • Provide support to the MCAC’s fire/EMS, weapons of mass destruction, and/or emergency management programs of analysis
  • Staff command posts, emergency operations centers, and other interagency coordination locations as a liaison between the MCAC and other agencies during special events, critical incidents, and/or exercises.

Education:
Required - Baccalaureate degree or higher in intelligence, sociology, psychology, public health, emergency management, criminal justice, law enforcement, business/public administration, or closely related field.
Preferred - Masters degree or higher in intelligence, sociology, psychology, public health, emergency management criminal justice, law enforcement, business/public administration, or closely related field.

Experience:
Required - Four years of experience in criminal, terrorism, or critical infrastructure analysis or four years of experience in public health and/or emergency services
Preferred - Five years of experience in criminal, terrorism, or critical infrastructure analysis or public health, emergency services, and/or law enforcement

Required Knowledge, Skills and Abilities
  • Knowledge of classified and open source research and data analysis methods and techniques
  • Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively inform protective actions
  • Familiarity with statistical analysis using Microsoft Excel or SSPS software
  • Experience working with Microsoft Office products (Word, Excel, PowerPoint, etc.)
  • Ability to communicate effectively orally and in writing to a wide range and number of audiences
  • Experience working with federal, state, and local law enforcement databases
  • Ability to work extended hours as necessary
  • Knowledge of the intelligence cycle and criminal investigations
  • Knowledge in the collection, analyzing, and dissemination of homeland security intelligence information.
  • Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations.
  • Ability to effectively communicate both in oral and written form
  • Ability to understand and follow directives, instructions, and standard operating procedures.
